The cleaning of yard areas in Vitebsk may again be entrusted to ZhREU
A couple of years ago, the Vitebsk City Executive Committee transferred the cleaning of adjacent territories from the Housing and Communal Services Department to Zelengos. The enterprise began by optimizing the staff of janitors, reducing their number from 650 to 320 people. The increased workload from one to three houses and low wages could not but affect the quality of work.
Yuri Dyadyolo, head of the main department of housing and communal services of the regional executive committee, believes that the deterioration of the condition of adjacent territories is obvious, as evidenced by the complaints of city residents.
As a result of the reform, one house has three "owners". The Housing and Communal Services Department is responsible for cleaning common areas up to the blind area, the specialized motor transport enterprise is responsible for the container site, and Zelengos is responsible for the adjacent territory.
According to Viktor Nikolaikin, chairman of the Vitebsk City Executive Committee, Zelengos has now hired an additional 94 janitors, and about 70 more are still needed. This issue should be resolved in April.
Gennady Grebnev, head of the main financial department of the regional executive committee, is confident that the problem is not the number of staff. Zelengos simply does not perform its job. If a janitor works on their assigned territory for eight hours, the result will appear.
Nikolai Sherstnev, chairman of the regional executive committee, noted that the noble desire to boost the enterprise's economy has ultimately led to public dissatisfaction. Let Zelengos engage in its usual activities: growing flowers, arranging and caring for flower beds, and small architectural forms, believes the head of the region.
The final decision on the operator for cleaning adjacent territories will be made in a week.
