The Main Investigative Department has completed the investigation of a criminal case concerning the murder of an employee of the State Inspectorate for the Protection of Fauna and Flora.

The investigation has gathered evidence that on the morning of April 11, 2015, during control and field activities to identify and suppress violations of environmental legislation, Senior State Inspector of the Orsha Inter-district Inspectorate for the Protection of Fauna and Flora under the President of the Republic of Belarus, Ravkov Gennady Ivanovich, while on duty in uniform with a badge and insignia, discovered a man with an uncocked and assembled hunting rifle in the hunting grounds near the village of Petrashi, Tolochin District, Vitebsk Region. The inspector introduced himself and lawfully demanded that the man stop and present relevant documents.

The latter disobeyed the lawful demand and attempted to flee. Upon being caught up by the senior inspector, the man shot him at close range with a hunting rifle. After that, the shooter fled the scene of the crime and took measures to conceal the weapon. The inspector died at the scene from the gunshot wound sustained.

The gamekeeper, who participated in the event with Ravkov G.I., immediately reported the incident to law enforcement agencies and provided the shooter's details. The following day, police officers detained a 55-year-old resident of Tolochin on suspicion of committing the crime. He had previously been repeatedly brought to administrative responsibility, including for storing a hunting rifle with an expired permit. In 2005, he was prosecuted for theft.

A large volume of investigative work has been carried out in the criminal case: a detailed inspection of the scene of the incident was conducted with the use of the forensic laboratory's capabilities, during which the murder weapon – an unregistered hunting rifle – was discovered, witnesses and the suspect were interrogated, 3 investigative experiments were conducted, a verification of the suspect's testimony at the scene was carried out, and numerous expert examinations, including those on firearms, were performed. Based on the results of the forensic psychiatric examination, the suspect was found to be sane in relation to the committed act.

In addition, during the investigation of the criminal case, investigators uncovered the fact of illegal acquisition, transportation, and storage of ammunition by the detainee.

Based on the totality of the evidence collected in the criminal case, the main investigative department has charged the man under paragraph 10 of part 2 of Article 139 (murder of a person in connection with the performance of their official duties), part 2 of Article 295 (illegal acquisition, transportation, and storage of ammunition) of the Criminal Code of the Republic of Belarus. A measure of restraint in the form of detention has been applied to the accused for the entire period of the investigation.

The criminal case has been reviewed by the prosecutor and sent to court.
