The Investigative Committee Department for the Vitebsk Region has been located in a reconstructed and modernized building on Moskovsky Prospekt.
The working conditions for employees of the Investigative Committee Department for the Vitebsk Region have significantly improved.
On the eve of the New Year, a landmark event took place here – the administrative building at 51a Moskovsky Prospekt was solemnly opened after reconstruction and modernization.
The festive ceremony was attended by the Chairman of the Vitebsk Regional Executive Committee Alexander Kosinets, the Chairman of the Investigative Committee of the Republic of Belarus Valentin Shaev, the Head of the Investigative Committee Department of the Republic of Belarus for the Vitebsk Region Vladimir Shalukhin, the personnel of the department, and numerous guests from interacting structures.
V. Shaev addressed the attendees with a welcoming speech.
— Today is a very important event in the history of the Investigative Committee of the republic, — he noted. — I have not seen such beautiful buildings in any other region. It is gratifying that the executive authorities of the Vitebsk region have found opportunities to improve the working conditions of the committee's employees. This will also contribute to ensuring a respectful attitude towards the law from citizens who come here. It is no coincidence that they say that where the law is in force, the people are also strong. In addition, the compact placement of almost all departments of the Investigative Committee for the Vitebsk Region in one place will save budget funds.
The Chairman of the Regional Executive Committee, A. Kosinets, who arrived at the ceremony, in turn noted that the Regional Executive Committee decided to transfer the building to the Investigative Committee, into the reconstruction and modernization of which 40 billion state funds have been invested. Excellent working conditions for employees have been created here: offices, utility rooms, a conference hall, and a reception room are perfectly equipped. Attention to the team, its concerns and needs has significantly affected the performance results. In January-November 2014, 6,300 criminal cases were investigated – a huge workload! At the same time, effective protection of the legitimate rights and interests of citizens has been ensured.
Alexander Nikolaevich also noted such a significant feature in the committee's work as crime prevention. Its employees often visit work collectives, educational institutions, including schools, remembering that any "disease" is easier to prevent than to cure, and gaining increasing trust from the public. The Chairman of the Regional Executive Committee warmly congratulated all those present on the upcoming New Year.
The pleasant moments of awarding the best employees also perfectly fit into the festive atmosphere. The badge "For Merit" was also awarded to A. Kosinets.
After the red ribbon was cut to the sounds of an orchestra, all attendees were able to inspect the building, which has been reconstructed taking into account the specifics of investigative work. A separate room for receiving citizens has been created, archive offices for storing criminal cases and physical evidence, a duty room equipped to respond to threats of any nature, a specialized office for identification, equipped with the so-called Gesell mirror, which is successfully used by investigators worldwide. In order to increase the level of security, the administrative building of the department is equipped with video surveillance, the latest telephone system and a local communication network, and a sophisticated access control system. Each office is equipped with modern computer equipment. Today, three major departments are located here: the management apparatus, the Vitebsk city and district departments of the Investigative Committee of Belarus. Much has been done in three years, but even more is planned for the future: landscaping the territory adjacent to the building, creating a regional exhibition center dedicated to investigative work on the basis of the department, and a specialized forensic training ground for training young employees in practical skills.
