The crime rate in the Vitebsk region decreased by 4.9% in the first quarter
April 16, Vitebsk /Corr. BELTA/. The crime rate in the Vitebsk region decreased by 4.9% in the first quarter, Igor Bogachev, head of the organizational and control department of the Vitebsk Regional Prosecutor's Office, told BELTA.
According to him, as a result of the active and coordinated work of all interested departments on crime prevention, systematic solution of social problems, it has recently been possible to achieve a decrease in the crime rate, consolidate general positive trends in the dynamics and structure of crime, and improve public order protection. Thus, in January-March, 3.1 thousand crimes were registered in the region. The structure of crimes shows a reduction in the number of robberies, assaults, rapes, and hooliganism.
At the same time, the crime situation remains complex in Vitebsk, Beshenkovichi, Gorodok, Dokshitsy, Orsha, Liozno, Polotsk, and Senno districts. The issues of preventing recidivism remain relevant: their increase is noted in Glubokoe, Gorodok, Liozno, Orsha, Senno, and Dokshitsy districts. Not everywhere do observation commissions under city and district executive committees pay due attention to employment issues, social rehabilitation of persons released from correctional institutions, returned from drug treatment facilities, as well as the organization of effective control over their behavior.
Among other areas requiring attention, Igor Bogachev noted the insufficient work of the executive committees of Braslav, Beshenkovichi, Verkhnedvinsk, Miory, Orsha, and Shumilino districts in taking measures aimed at ensuring the effective operation of councils of public order points (POPP). He also emphasized that not all POPP councils have organized work on monitoring the crime situation and analyzing crime dynamics in their assigned territories. There are cases of formal functioning of councils in Orsha, Ushachi, Verkhnedvinsk, Vitebsk, Dokshitsy, Dubrovno, Polotsk, Lepel, Postavy, Miory, Senno districts and Orsha.
In addition, a number of shortcomings remain in the organization of work of territorial internal affairs bodies with persons under preventive supervision. "Last year alone, persons in this category committed more than 1.4 thousand crimes. However, police officers do not always ascertain the behavior and lifestyle of problematic citizens, and information about educational measures taken is not included in the preventive file," the prosecutor stated.
In general, the work of state bodies should be more active, offensive, and closely coordinated with the activities of public institutions at the place of residence of citizens, Igor Bogachev concluded, noting that in order to eliminate the indicated shortcomings, specific organizational measures aimed at strengthening public order and executive discipline were adopted at a coordination meeting with the participation of representatives of law enforcement agencies and heads of local authorities. -0-
