The person who committed the hooligan explosion near the KGB administration building in Vitebsk has been identified
A criminal case has been disclosed, initiated due to hooligan actions involving an improvised explosive device near the administrative building of the KGB Directorate of Belarus for the Vitebsk region. This was reported today at a joint briefing by Vladimir Shalukhin, Head of the Investigative Committee Directorate for the Vitebsk region, and Igor Evseev, Head of the Internal Affairs Directorate of the Vitebsk Regional Executive Committee, as reported by a BELTA correspondent.
A woman, previously convicted of property damage, hooliganism, and theft, is accused of committing the crime.
According to Vladimir Shalukhin, during the inspection of the scene, multiple metal fragments were seized, which are fragments of a can of energy drink, adhesive tape, and other material evidence that allow for the identification of the person who committed the crime. Expert examinations and investigative actions led to the conclusion about the gender of the suspect and the presence of a certain disease in him or his close relatives. During the assessment of the seized material evidence, a number of hypotheses were put forward. In addition, materials from checks on all incidents of hooligan actions involving pyrotechnic devices in the Vitebsk region were thoroughly studied.
As a result of the work carried out, a resident of Vitebsk, born in 1970, came under the investigators' attention. Within the framework of the criminal case investigation, a search was immediately conducted at her place of residence. Investigators of the Investigative Committee of Belarus for the Vitebsk region and operational officers of the Internal Affairs Directorate of the Vitebsk Regional Executive Committee discovered and seized a semi-general notebook with handwritten entries about explosive substances and their ratios, methods of manufacturing explosive mixtures, and inserts from newspaper clippings about various types of explosions, including the explosion near the administrative building of the KGB Directorate of the Republic of Belarus for the Vitebsk region; several homemade explosive devices similar to those seized during the scene examination, packed in cans of energy drink and beer; about one hundred firecrackers, including disassembled ones; an air pistol; polymer cans; adhesive tape; granular substances of various origins, including saltpeter, as well as other items similar to those seized during the scene examination.
Before the first interrogation, the defender provided free legal consultation. "During the interrogation, the accused refused to testify," emphasized Vladimir Shalukhin.
The sufficiency of the evidence available in the case allowed the Vitebsk resident to be charged as an accused in a criminal case under Part 3 of Article 339 of the Criminal Code of the Republic of Belarus. A measure of restraint in the form of detention has been chosen against the accused.
The preliminary investigation into the criminal case is ongoing, and a number of investigative actions and operational measures are additionally planned.
