The list of licensed activities will be reduced in Belarus
September 2, Minsk /BELTA/. Belarusian President Alexander Lukashenko signed Decree No. 450 "On Licensing of Certain Types of Activities" on September 1, 2010. This was reported to a BELTA correspondent by the press service of the Belarusian leader.
In order to liberalize the conditions for carrying out economic activities, the decree provides for the cancellation of licensing for 16 types of activities, 7 of which include 59 constituent works (services), as well as about 60 works (services) for other 13 types of activities, the licensing of which is maintained; and the consolidation of two types of activities into one.
The decree is aimed at comprehensive regulation of licensing relations and provides for the approval of the Regulations on Licensing of Certain Types of Activities with an attached list of types of activities for which special permits (licenses) are required, and the state bodies and state organizations authorized to issue them.
The Regulations consist of two sections, the first of which regulates general licensing issues, and the second - the specifics of licensing certain types of activities.
The decree enters into force on January 1, 2011.
At the same time, the decree provides that legal entities and individuals, as well as individual entrepreneurs, have the right not to extend the validity period of special permits (licenses) for carrying out types of activities or special permits (licenses) that include only those constituent types of works and (or) services whose licensing is canceled, during the period from the date of official publication of the decree until its entry into force. They can carry out activities based on special permits (licenses) issued before January 1, 2011, provided that the requirements stipulated by the decree are met, until their expiration.
The abolition of licensing requirements for certain types of activities and their constituent works (services), the optimization of procedures and reduction of licensing procedure timelines, and the introduction of comprehensive regulation of licensing relations provided for by the decree will reduce the administrative burden on the activities of economic entities. -0-
