A referendum on the Constitution is being held in Belarus
5510 polling stations have been established in Belarus for the republican referendum, including 217 in sanatoriums, health resorts, rest homes, hospitals, and other healthcare organizations providing inpatient medical care, and 12 in military units.
Today, polling stations will be open from 8:00 AM to 8:00 PM.
Holders of ID cards or biometric passports, as well as holders of regular passports, can vote in the referendum. In addition, a pension certificate, a disability certificate (if it contains a photograph), a student ID, a public servant ID can be used for voting, or a certificate issued by the internal affairs body in lieu of a lost passport or ID card can be presented.
If a citizen is registered in one place but resides in another, they must confirm their residence in the territory of that polling station. A duly registered residential lease agreement or other document must be presented. Based on such a document, the commission may include the citizen in the voting list. However, they will need to be removed from the voting list at their primary place of residence.
All necessary conditions have been created at the polling stations to comply with the sanitary and epidemiological requirements prescribed by the Ministry of Health in the fight against the spread of COVID-19. This includes the selection of appropriate premises that would allow for maintaining distance and separating the flow of citizens participating in the voting, as well as ventilation, cleaning, disinfection, and the availability of antiseptics and personal protective equipment at the polling station. By analogy with the 2020 presidential elections, the decision has been made to remove the front curtains in the voting booths. Citizens with COVID-19 who are being treated at home will also not have problems voting in the referendum. Such a citizen must contact their commission and request home voting.
The referendum poses one question: do you accept the amendments and additions to the Constitution of the Republic of Belarus?
Voters must mark their choice in one of two boxes – "for" or "against", respectively. Any mark made in one of the boxes will be accepted. If a mark is made in both boxes, or in neither, the ballot will be considered invalid.
The referendum is conducted through universal, free, equal, and secret voting. Citizens who have reached the age of 18 have the right to participate. Each referendum participant votes in person.
The referendum is considered valid if more than half of the citizens included in the voting lists participate in it.
