The first electronic auction was held in Belarus
The first open electronic auction in Belarus took place on July 12, 2011, on the trading platform of RUE "National Center for Marketing and Prices" (www.goszakupki.by). As reported by the enterprise, the customer was RUE "Molodechno Metal Structures Plant". The subject of the electronic auction procurement was equipment for welding and electrical processing of materials. Two bids were submitted for the auction. The initial contract price was 144 million rubles, but during the bidding it was reduced to 143.856 million rubles. The winner of the auction was recognized as OOO "VATRA-WELD", which is obliged to supply the equipment by July 30, 2011.
According to the organizers, electronic auctions have indisputable advantages over traditional types of bidding. Among them are: confidentiality of bidders, absence of territorial restrictions, transparency and openness of the procurement process, savings of budget funds and reduction of time for document preparation, organization and conduct of bidding, and a high level of security and information protection.
Recall that on December 30, 2010, the President of Belarus signed Decree No. 708 "On Conducting Electronic Auctions", according to which state procurement of goods (works, services) can be carried out at auctions through electronic bidding with price reduction.
From March 1, 2011, accreditation of customers (organizers, authorized organizations) and participants of electronic auctions began on the electronic trading platform of the National Center for Marketing and Prices of the Ministry of Foreign Affairs of the Republic of Belarus. To participate in them, business entities must obtain an open key certificate of electronic digital signature. The certifying center of the National Center for Marketing and Prices operates on the basis of certified means of cryptographic information protection, ensuring confidentiality and a high degree of protection against unauthorized use of auction participant data, the enterprise emphasized.
Mastering the practice of Belarusian enterprises' participation in electronic auctions is another way to promote domestic goods and services in the market of the Customs Union member states, noted the National Center for Marketing and Price Conjuncture. It was recalled that the national regime of public procurement between Russia and Belarus will be introduced on January 1, 2012, and with Kazakhstan it will come into effect on January 1, 2014, therefore all measures for the implementation of electronic auctions in our country are planned to be completed by the end of the current year.
