In Belarus, transport state duty rates will increase

В Беларуси вырастут ставки транспортной госпошлины

The rates of the state transport duty in Belarus will increase by one to two basic units in 2015. This is stated in the clarification of the Ministry of Taxes and Duties and the Ministry of Finance of Belarus.

For age pensioners, disabled persons of group I or II, a reducing coefficient of 0.5 is provided for the state duty rate. "Thus, the state duty is reduced if an age pensioner or a disabled person of group I or II is the owner of the vehicle in respect of which the state duty is paid, and also has a medical certificate of health status confirming fitness to drive motor vehicles, self-propelled machines, small vessels," the ministries noted.

Documents confirming the benefit will be a pension certificate (for age pensioners) or a disability certificate (for disabled persons of group I or II); a medical certificate of health status confirming fitness to drive vehicles; a vehicle registration certificate (technical passport) indicating that its owner is a pensioner or a disabled person of group I or II.

For vehicles intended for the transportation of dangerous goods, a reducing coefficient of 0.5 will be applied to the state duty rate, as such vehicles must undergo technical inspection every six months.

The state duty will not be paid for vehicles specially equipped for use by disabled persons - with manual control (a corresponding entry must be in the technical passport) or, for example, with a device for moving disabled persons, wheelchairs for disabled persons. The benefit applies to vehicles received (purchased) through the labor, employment and social protection authorities in accordance with previously applicable legislation, to vehicles used for providing medical care, including emergency medical care.

The benefit also applies to the vehicles of the Ministry of Emergency Situations intended for the protection of the population and territories from natural and man-made emergencies, to the vehicles of the Ministry of Defense, the Ministry of Internal Affairs, the KGB, the State Border Committee, other troops and military formations, and the Investigative Committee. Vehicles of road carriers obliged to perform public road transportations (according to the list of the Ministry of Transport and Communications), as well as vehicles for ensuring social services and providing social services to disabled persons and other categories of citizens in difficult life situations, are exempt from paying state duty. Such vehicles must bear the inscription "Social Service" in accordance with the legislation.
