New district head introduced in Beshenkovichi
– If there is no strong leader, there will be no strong team, – is convinced **Chairman of the Regional Executive Committee Nikolay Sherstnev**. While seeing off the new head of the district, he recommended working thoughtfully, with a focus on the future, without getting bogged down in routine, and without showing off.
Unfortunately, Nikolay Nikolayevich stated, the Vitebsk region is currently subsidized. We use money provided by the state, meaning we spend more than we earn. The Beshenkovichi district is no exception. For example, in 2016, the district budget received 19.8 million rubles, of which 49.8% were subsidies. The region is also failing in its main indicators this year, but there is still time until the end of the year to concentrate and catch up, and there are potential and reserves here.
– But we need to achieve indicators not for their own sake, but for the budget to be replenished and, as a result, the quality of life of the population to improve, – emphasized the chairman of the regional executive committee.
We can talk about various indicators in agriculture, industry, and so on, but it all comes down to the financial component. And for now, statistics show that young people are leaving in search of jobs with decent wages, so they can support a young family, because everyone wants to live well.
– Despite the difficulties, the social orientation of the budget has been preserved in Belarus. In the structure of expenditures, the share of funding for the social sphere is 76.6%. But we would like the conditions in hospitals and clinics to be better. Our schools are also not yet at the highest level, modern classrooms are not equipped everywhere. Therefore, funds should be invested selectively. Can't re-equip a whole school? Let's invest money in one classroom, but make it state-of-the-art. The migration of the working-age population is a litmus test of our work, – Nikolay Sherstnev instructed the new head of the district executive committee.
The performance of the authorities will be assessed by how willingly people stay, whether jobs are created, conditions for earning money exist, and whether there are places for education and leisure.
The Chairman of the Regional Executive Committee also emphasized that agricultural indicators in the region can be doubled and tripled by improving technologies.
– Why do Scandinavian countries get a yield of 90 centners of grain per hectare, while we don't reach 30 everywhere? Why do they milk 10-11 tons of milk per cow, while we have 3-4? This means we are doing something wrong, – the head of the region stressed.
Nikolai Sherstnev also focused on the development of industry, and not just large-scale production. It is necessary to create conditions, to help everyone who wishes to organize their own enterprise, whether it is small or medium-sized business, and not to create bureaucratic obstacles.
Andrei Bulavkin thanked the deputies, the Chairman of the Regional Executive Committee, and the President of the Republic of Belarus, who approved his candidacy for the position of Chairman of the Beshenkovichi District Executive Committee, for the trust placed in him, and promised to try to fulfill all the mandates. The first thing that needs to be done is to qualitatively complete the harvesting campaign in the district by August 20. In addition, it is necessary to take control of problematic enterprises, consider how to attract and retain young specialists, and analyze promising areas for business development not only in Beshenkovichi but also in the agro-towns of the district. Andrei Bulavkin also said that he will pay more attention to housing and communal services – the quality of services provided, as well as the improvement of the land.
