In what ways can public-private partnerships manifest in the Vitebsk region?

В чем может проявляться государственно-частное партнерство в Витебской области?

A joint meeting of the Presidium of the Regional Council of Deputies and the Regional Employers' Union was dedicated to the topic of the prospects for public-private partnership.

As reported by the Chairman of the Regional Council of Deputies, Alexander Atyasov, such a system of cooperation between authorities and business is a common global practice, and in recent years some post-Soviet countries have begun to use it. Starting this year, Belarus is joining them: relevant parliamentary hearings were held in the House of Representatives of the National Assembly, and a draft law on public-private partnership is being prepared, which is aimed at solving problematic issues through joint efforts, uniting the interests of the state and the private sector. Business is more flexible and mobile compared to state-owned enterprises; it has an effective management system and management. The proposed partnership will allow it to enter areas where state ownership is mainly represented, i.e., it will help solve social sphere problems. For its part, the state should provide tax incentives, simplify land transfer and lease relations, and other effective mechanisms are being developed.

– Examples of partnership can be private kindergartens, schools, and healthcare institutions. But first and foremost, we see the participation of business in servicing housing and communal services, road construction, implementation of environmental projects, logistics, and tourism. We must use the advantages of both forms of ownership, combine their strengths to solve specific problems, – noted Alexander Egorovich. Participants of the joint meeting, heads of the largest enterprises in the region, also expressed their opinions on this topic.

Also at the meeting, the winners of the annual competitions "Best Manager" and "Best Designer", organized by the employers' union, were awarded. One of those who received an award on this day was Alexander Lukinov, director of Vitebsk OJSC "Moloko". In difficult financial conditions, the enterprise managed to achieve good economic results and receive the Government Prize for achievements in the field of quality.

– The manager is recognized, but I believe it is the merit of the entire team. Success does not come by chance; we set specific goals and solve them, constantly working on quality, assortment, and technologies, – said Alexander Lukinov.
