In the Gluboksky district, the focus in raw material production is on livestock towns

In Soviet times, a meat processing plant and a major dairy and canning plant were built here. Over the last decade, they have undergone a fundamental reconstruction to produce high-quality products for domestic and foreign markets. The calculations paid off, but here's the catch: there was a shortage of raw materials. The dairy and canning plant was not supplied with even half of what it needed, and the meat processing plant even less. There were subjective reasons for this. The main one was a significant reduction in the raw material supply zone, as new enterprises opened in neighboring and nearby districts. For example, in Postavy, there is a huge dairy plant, and in Verkhnedvinsk, a well-known cheese and butter factory.

To somehow get out of this situation, the residents of Glubokoye opened their own agricultural branches: the dairy and canning plant opened "Mnyuto," and the meat processing plant opened "Golubichi" and "Koroli." Thanks to the considerable funds invested in them, they have somewhat increased the supply of milk and meat. But this still did not solve the problem.

The Chairman of the Glubokoye District Executive Committee, Alexander Shubsky, who took over the local government two years ago, set the task of significantly increasing the production of raw materials needed by processors. Having studied the situation, he found that there are many old, small livestock farms in the district where manual labor prevails, and it is very difficult, and sometimes impossible, to follow the technology. The course was set to eliminate them and develop livestock complexes, and build new facilities where cattle could be concentrated. This year alone, 20 livestock facilities are being built and reconstructed in the district.

Decree of the President No. 70 "On the Development of the Agro-Industrial Complex" helped solve this complex task."Vitebsk region agro-industrial complex," which allowed for the write-off of some debts and deferral of loan payments to banks.

— The decree opened up new opportunities for initiative and finding new paths for us, — emphasizes Alexander Shubsky. — We realized that only the joint work of the district executive committee, the district council of deputies, the management of the agro-industrial association, and Belagroprombank would eliminate all previous shortcomings and prevent problems. I express special gratitude to Oleg Zhingel, a member of the Council of the Republic and head of the Vitebsk region branch of OJSC Belagroprombank.

Here are a few examples of the global investment project being implemented.

The "Kvachi" livestock farm at SUP "Konstantinov Dvor" was an ordinary farm with old buildings and worn-out equipment. Over the past two years, two arch-shaped sheds for calves, each accommodating 200 head, have been built here, and two premises of the same capacity for young cattle have been reconstructed. The reconstruction of another premise is nearing completion. In total, the cattle population on the farm has increased by 600 head. Young cattle have been transported not only from remote farms, such as "Latygol" and "Dubok," but also from the neighboring Braslav district.

The working conditions for employees have significantly improved.

— Only the frame remains from the old building, — shares his impressions, **livestock breeder Anton Yasyukevich**. — The floors have been concreted, the roof has been replaced, and all the equipment. A walking yard has been made. If previously feed was brought to the calves in the premises by cart and then distributed with pitchforks, now a feed dispenser does it. I only need to make minor adjustments and sweep the floor. Currently, I have 183 heifers in my section.

— There are already the first results, — noted **Vasily Yakimovich, director of SUP "Konstantinov Dvor."** — Due to the fact that in nin new premises, the technology of heifer rearing and transfer to the main herd is maintained, we sell almost three tons more milk than last year. And overall, its production has increased by 30 percent.

But the transformations in "Kvachi" are not over. Four buildings for a dairy herd of 600 heads and a milking and dairy unit are being erected at an accelerated pace. This will no longer be just a farm, but a large livestock complex for 1620 heads of cattle. Construction completion is scheduled for 2022.

The ordinary farm "Zamkhovo" in OJSC "Chernevichi" has also been modified for a complete closed cycle. Here, five premises for 1000 heads of young stock have been capital reconstructed.

— We brought heifers here from remote, unpromising farms, — reports Director Vladimir Babich. — For example, from the "Tolstiki" farm, which housed 200 heifers. This farm is 36 kilometers away. We drove a feed dispenser and a loader there from the center. Fuel costs alone were 100 rubles a day, 3 thousand a month. Four people maintained these animals: three livestock breeders and a watchman. Now there is only one, because almost all processes at the reconstructed facility are mechanized. The "Lugovaya" farm, which is 10 kilometers from Zamkhovo, is also being closed. Thanks to the concentration of young cattle, the technology of raising a productive cow from a heifer is maintained. A heifer is introduced into the main herd two to three months earlier. And this is a considerable cost saving.

— The reconstruction of just one such premise, even with minimal average daily weight gains of 500 grams, pays for itself solely through fuel savings within a year, — states Director of the Agro-Industrial Association Valery Lappo.

The agro-industrial association invested over 900 thousand rubles in the reconstruction of the "Zamkhovo" facility. The payback is through products.

Two premises, each for 240 bull calves, have been commissioned after reconstruction at the complex in SUP "Golubichi". In essence, these are completely renovated facilities. The watering system and windows have been replaced, additional light openings have been made in the roofs, and exercise yards have been equipped.

— Light and constant access to fresh air yield a positive result: dailyalmost doubled, to 800 grams," notes **acting director Valery Kenko.**

The construction of a 200-head heifer arch barn is nearing completion. Thanks to the fruitful work of the district executive committee and the agro-industrial association, the entire district, almost all organizations and enterprises, are participating in the implementation of the investment project for the reconstruction and construction of livestock facilities.

One of the most striking examples is the construction of two livestock facilities, each for 200 head of young cattle, at SUP "Meretskiye". For this construction, not only the agro-industrial association but also the experienced forestry enterprise, UP ZhKH, the mixed feed plant, PMK-meliorovodkhoz, DRSU-145 and DEU-35, motor transport enterprise No. 16, and others have been involved. Truly, a nationwide construction project. It is no coincidence that each facility was built in record time: in three months.

And another detail. Along with the arch barn, a facility of the same capacity has been built from... boards.

"This is a more environmentally friendly facility, without iron structures. It is beneficial for the animals. The service life is at least 20 years," explains **deputy director Yuri Norovich.** "We saw the project at a seminar in Orsha last year."

Another aspect is noteworthy: local materials, products of district enterprises and organizations are widely used for the reconstruction and construction of livestock facilities. For example, arch barns, as well as windows and doors, are produced by, among others, Rayagriservice and Glubokskoye ZhKKh.

But it is one thing to reconstruct and build new livestock facilities, and another to feed the livestock well. To ensure a sufficient supply of mixed feed, the area of winter grain crops has been increased from 10,680 to 14,062 hectares, and 2,732 hectares are occupied by winter cruciferous crops: rapeseed and false flax. Moreover, if previously only 159 hectares of false flax were sown, now it is 1434 hectares.

To improve field contours and enable the effective use of energy-intensive machinery, land reclamation continues. At SUP "Konstantinov Dvor," where a unique livestock "town" is being formed, it will be carried out on more than 400 hectares. At SUP "Meretskiye," the first facility will receive meliorators in May of the new year; land reclamation will also affect SUP "Ozyortsy" and "Koroli."and other farms.

It is difficult to expect significant results in such a short period, but they exist. Over the past two years, the raw material utilization of the dairy and canning plant has increased from 47 to 53 percent, and that of the meat processing plant from 19 to 26 percent. The average monthly wage of livestock workers has increased by 25 percent this year alone.

The implementation of the investment project in the Gluboksky district was positively assessed by **Chairman of the Vitebsk Regional Executive Committee Nikolai Sherstnev:**

— At the cattle fattening complex in SUP "Golubichi," I saw that it is incomparable to what was there last year. In the region, we keep livestock issues under constant control: we are engaged in restoring old abandoned and building new facilities. We are creating sites where people will be comfortable working – this is the most important thing. There used to be a principle: there should be a farm in every village. Many villages are gone today, farms remain, but there is no one to work there. We are closing them: after all, they are usually unprofitable, and we are concentrating livestock at large production sites with a minimum number of specialists and where most operations are mechanized. This, of course, will positively affect qualitative indicators: average daily weight gain and dairy herd productivity. Much is being done in this direction in the Gluboksky district.
