In the coming year, the construction of the Palace of Ceremonies and the reconstruction of the Vitebsk Concert Hall will begin in the regional center.

This is provided for by the Investment Program of the city of Vitebsk for 2013, which was approved at a meeting of the Vitebsk City Council of Deputies. The document was developed with the aim of effective and rational use of budget funds, implementation of investment projects, control over construction deadlines, and strengthening the material and technical base of the social sphere and housing and communal services. Among the facilities are also a zoological park, an overhead pedestrian gallery to the building at 4 Zamkovaya Street, the Marc Chagall quarter, underground passages under Lenina and Petrus Brovka Streets, bank protection of the Western Dvina, and the city's central clinical hospital. In addition, the construction of Tereshkova Street in the section from Frunze Avenue to Lazo Street, a water supply system in the individual housing sector, a bath and health complex on Voínov-Internatsionalistov Street, and a parking lot on Politekhnicheskaya Street are expected, as well as the continuation of dredging and measures to maintain the hydrological regime and sanitary condition of the Vitba River. The program provides for the allocation of about 98 trillion rubles for these and other facilities. The largest share of funds will be allocated to healthcare, public utilities, and culture facilities.
