Only those documents that state bodies cannot request themselves will be submitted "in one window" - A. Glaz

August 13, Minsk /BELTA/. The draft law "On Amendments and Additions to Certain Legislative Acts on Administrative Procedures" is planned to be submitted for consideration at the session of the House of Representatives of the National Assembly of Belarus in the second half of November. Anatoly Glaz, Deputy Chairman of the Standing Commission on Human Rights, National Relations and Mass Media, informed a BELTA correspondent about this. The parliamentarian explained that if previously the law "On the Fundamentals of Administrative Procedures" applied only to the relationship between the authorities and a specific citizen, then in the new version, after amendments, it will cover relations between legal entities and public administration bodies. The application of the rules described in the draft law will eliminate many barriers that currently exist in the implementation of administrative procedures. The document will reduce the number of documents requested from individuals and legal entities by almost 25%. The main cardinal innovations consist in preventing administrative procedures not provided for by legislative acts. The introduced amendments will define the public administration bodies that have the right to approve the rules for conducting administrative procedures within their competencies. It is assumed that these bodies will include the Council of Ministers, ministries and departments, regional executive committees, and the Minsk City Executive Committee. The particular significance of this provision is that it also applies to departmental documents, which previously often amended current legislation. The draft law will define the lists of documents requested for the implementation of a particular administrative procedure, the validity periods of documents, and the amount of fees for their issuance. These issues will be regulated by other normative acts, including departmental ones. Based on the "single window" application principle, after the law is adopted, only documents that cannot be requested by public authorities performing an administrative procedure from other public authorities can be included in the list of documents or information provided by interested parties. Only documents that can be provided exclusively by a citizen or legal entity, such as an application, will be requested. Within the framework of ensuring the principle of systematic and comprehensive legal regulation of public relations, the draft law provides for amendments to the legislation aimed at eliminating certain administrative procedures. For example, the registration of small vessels under construction and the issuance of permits for the use of flora will be canceled. -0-
