In Orsha, at an off-site meeting of the Vitebsk Regional Executive Committee, the progress of implementing Decree No. 506 "On the Development of the Orsha District of the Vitebsk Region" was discussed.
– We have covered half the way and have just as much ahead of us, – said the chairman of the regional executive committee. – We must fulfill everything that has been planned. This multifaceted decree was adopted in order to create conditions for the comprehensive socio-economic development of the region, improve the quality and standard of living of the population, stimulate entrepreneurial activity and initiative, and form a favorable business environment, and increase local budget revenues. As we can see, it covers all areas.
A large scope of work within the framework of the development program has been done and continues to be implemented in the agro-industrial complex, industry, and the social sphere. Participants of the meeting were able to see firsthand the implementation of individual measures for the construction of new and reconstruction of old facilities, modernization and creation of highly efficient production facilities, and the introduction of new technologies.
It should be noted that to increase the volume of gross output and the utilization of processing enterprises' capacities in the Orsha district, large-scale work is being carried out on the construction of modern robotic dairy farms and a pig breeding complex. Work has resumed on unfinished facilities, and the repurposing and reconstruction of old livestock buildings, including those made of light-frame structures, are being carried out at a high pace.
All these works are carried out in coordination with the Head of State under a simplified mechanism for financing and commissioning. It is according to this scenario that the reconstruction is being carried out at the former "Dnepr" pig complex of the "Zadneprovsky" branch of Orsha KhKP, which has been repurposed into a young stock rearing complex. This facility, consisting of 20 premises and designed for 4.5 thousand heads, was among the first visited by the participants of the meeting. By the way, the complex is the core for stocking some MTPs and complexes of the Orsha region with breeding animals. It is noteworthy that all 15 operating livestock premises here were built by the хозяйственным способом (in-house). By the end of the year, it is planned to build 6 more.
The participants of the meeting also visited an MTC for 2 thousand heads of dairy herd near the village of Churilovo. Four buildings are equipped with 32 robots, and 2 more are in the calving area. This is the first complex in the country with such a number of livestock where a robotic milking system is used. Next month, the stocking with animals will begin.
Undoubtedly, Decree No. 506 has had a positive impact on the development of the Orsha district and the financial and economic results of the economic entities, said the chairman of the district executive committee Igor Isachenko during the meeting.
– During the period of the decree's validity, 163 measures out of 376 have been implemented, with 1.4 billion rubles allocated for their financing, – noted the head of the district. – According to the results of 2020, growth rates in industry, investments in fixed assets, export of goods, sales profitability, and net profit were above the regional average. This year, the average regional level has already been exceeded in agricultural production, export of goods and services, retail trade turnover, and sales profitability. The district operates with net profit and revenue growth.
