New heads of executive committees in Sharkovshchyna and Lepel districts
At an extraordinary session of the Sharkovshchyna District Council of Deputies, Nikolai Bogovich was appointed as the new Chairman of the District Executive Committee. The deputies unanimously supported the candidacy proposed by the Regional Executive Committee.
The Chairman of the Regional Executive Committee, Alexander Kosinets, presented N. Bogovich with his official ID (pictured) and wished Nikolai Irinarhovich, by relying on his own knowledge and experience, the support of the deputies and the district's active members, to ensure the dynamic socio-economic development of the region and improve the well-being of local residents. A. Kosinets thanked the former head of the district, Mieczysław Morhat, who became a member of parliament, for his work and presented him with an Honorary Certificate of the Regional Executive Committee.
N. Bogovich was born in Sharkovshchyna. After graduating from the Belarusian Polytechnic Institute, he worked as a fitter and mechanic at a motor transport enterprise in Vitebsk, and served as chief engineer and director of the Sharkovshchyna Canning and Vegetable Drying Plant. For the last 6 years, he worked as the Deputy Chairman of the District Executive Committee. He graduated from the Academy of Management under the President with a degree in "Economics and Management in Industrial Enterprises".
In his speech at the session, A. Kosinets noted not only the achievements in industry, agriculture, and the social sphere of the district, but also drew attention to the shortcomings and problematic issues that the new leadership must immediately address. Only 4 out of 19 forecast indicators are being met. The Sharkovshchyna district is deeply subsidized. Reducing dependence on the higher budget can be achieved by increasing production efficiency and increasing production volumes by 2-3 times, and labor productivity by 1.5-2 times.
Over the next two years, according to the governor, 10 enterprises with at least 50 employees each must be created in the district. Soon, a shoe production facility will open in the agricultural district, the woodworking industry will develop, possibly a fish farm will be established, production of fresh frozen products, extraction of mineral water, manufacturing of in-demand peat pellets, and other projects aimed at implemenисходя из имеющихся природных ресурсов и кадрового потенциала.
The district is included in the program for the development of the leather and fur industry of the Vitebsk region. Next year, the construction of a sheep farm for 5,000 heads and a farm for breeding mink, nutria, sable, and fox will begin.
Along with the creation of new industries, the construction of a sports and recreation complex, a swimming pool, a bathhouse, and the reconstruction of the House of Culture, schools, and kindergartens will be carried out. Funds will be allocated for paving streets. The construction of housing, including in rural areas, is no less important. Sharkovshchina must develop, noted A. Kosinets, adding that many industries can be created, but without diligence and proper discipline, nothing will work out. Personnel provision and working with people are important: prevention of domestic violence, treatment of those prone to alcohol abuse, strict adherence to safety regulations, etc.
The need to increase wages was also discussed. In terms of its level, Sharkovshchina currently ranks 19th among the districts of the region.
N. Bogovich, in his speech, noted that the construction of new grain drying complexes and dairy farms with milking parlors is planned for next year. These and many other measures will help significantly increase the production of main types of products and reduce subsidies from the regional budget.
Unanimously, at an extraordinary session of the Lepel District Council of Deputies, the deputies approved **Boris Efremov** as the chairman of the district executive committee, who previously served as the first deputy head of the district.
Thanking his predecessor in this post, now a deputy of the House of Representatives, Petr Shikshnyan, for his work, A. Kosinets outlined the problematic issues of the Lepel region and urged managers and the deputy corps to work more effectively in the region. Industry requires further modernization, and special attention should be paid to problematic enterprises – the repair and mechanical plant and "Promshveimebel". The creation of new enterprises based on the use of local raw materials is also relevant in this district. The new leadership will have to take the most decisive measures to implement warehouse stocks of products. It should be no less intense
the work of agrarians: only the intensification of agricultural production and the increase in labor productivity will ensure the standard of living that our people deserve. The immediate task is an average salary of $500 in equivalent by the end of the current year.
