In Vitebsk, 165 plots for the construction of individual residential houses are being sold through an auction

This includes those on which properties subject to demolition are located. The average area of one plot is 10 ares, and in total, such plots cover 16.3 hectares. They can be provided to those intending to build either free of charge (for citizens on the housing waiting list) or through auction for other citizens wishing to improve their living conditions.

Of the 165 plots included in the list by decision of the city executive committee, 32 are located in the long-established part of the city, and their sale is determined by public tender. Presidential Decree No. 567 of December 27, 2008, mandates the competitive sale of at least 30 percent of identified vacant lands within the existing development of regional centers. The remaining land plots from the list under consideration are located in the outskirts of individual housing development areas – Bitylevo and Tulovo. Some of them have already been selected by city residents on the waiting list, and applications for their allocation for construction have been submitted. As explained by Tatyana Guzikova, head of the land management service of the city executive committee, after the decision on allocation and the processing of the land case by the "Vitebskgiprozem" institute, they will be removed from the list.

Regarding sales by auction, this work, according to the agreement with the city executive committee, is carried out by the communal enterprise "Vitebsk Regional Marketing Center." The results of the tenders vary greatly, depending on demand, location, and the engineering infrastructure of the plots. According to Tatyana Guzikova, last year, with a starting price of 80 million rubles, one of the plots was sold for 412 million rubles. On average, during the tenders, the price increased from 40 million to 100-170 million rubles.

The initial (cadastral) value of land currently offered for sale for construction, measuring 10 standard ares or less, ranges from 38 to 114 million rubles. This applies to plots on 14th Polotskaya, Shirokaya, 1st Pribrezhnaya, Khutorskaya streets, and some others.
