Vitebsk discussed financing issues for Tolochin's preparation for "Dazhynki-2015"

In 2016, the regional festival for rural workers will be held in Senno. While the program of preparatory measures for this settlement is just beginning to be developed, in Tolochin, the main work should be completed by September 1, to allow time for polishing the urban space to receive guests before the celebrations begin on September 25. According to the chairman of the regional council, Alexander Atyasov, who heads the regional headquarters for the preparation of the festival, the city is transforming and will look respectable. At the same time, financing issues are being resolved with great difficulty, especially since during the preparatory work, additional areas of effort arise, and thus, problems with their financial support. This is happening against the backdrop of extremely challenging conditions for forming the revenue side of the Vitebsk region's budget. Therefore, investment puzzles have to be solved promptly to support the implementation of important projects.

Thus, at the extraordinary session, deputies approved budget adjustments for the region to additionally finance work on preparing infrastructure facilities (street and road network, including the central square) for the festive events, totaling 2.6 billion rubles from funds allocated for the needs of the housing and communal services system. Another 180 million rubles from budget expenditures on physical culture and sports have been reallocated for the repair of the physical culture and sports hall in Tolochin. By the way, through sponsorship funds (amounting to about 1 billion rubles), it was possible to resolve the issue of purchasing playground equipment and equipping children's courtyards in the residential areas of the district center.

Deputies also supported the adjustment of the regional investment program, which has been supplemented with two water supply facilities in Senno (water supply for an individual housing block and construction of a water pipeline in the central part of the settlement). The financing of the works will be carried out within the funds allocated for the investment program, with 1 billion rubles each to be allocated from the regional and district budgets for these purposes.

– This facility can be considered in the context of the city's preparation for next year's "Dazhynki", especially since the water supply problem has existed there for more than five years and needs to be solved, – noted Alexander Atyasov.

Another budget clarification, approved by the deputies, is related to the need for financial support for agricultural organizations in terms of providing them with fuel to complete the harvesting campaign. Over 100 billion rubles have been additionally raised for these purposes through sponsorship from OJSC "Naftan" and redistribution of subsidies from the national budget.
