Issues of state border policy implementation were discussed in Vitebsk
A meeting of the regional commission on state border policy was held in the Vitebsk region with the participation of A.V. Dubov, Deputy Prosecutor General of the Republic of Belarus, and A.N. Dranitsa, Advisor to the Prosecutor General.
The meeting emphasized that ensuring legality in the border territory is one of the priority tasks of all executive authorities and law enforcement agencies.
Thanks to the measures taken, the crime situation in the border regions of the region remains stable.
From the materials of criminal cases, it follows that the territory of the region is increasingly used by international criminal groups to organize illegal migration of citizens to the European Union countries, which requires more persistent work by law enforcement agencies to promptly identify violations of the law that pose a threat to border security and encroach on the financial system of the state.
The role of local executive authorities in ensuring border security needs to be strengthened, especially in terms of attracting material, technical, and financial resources for carrying out measures related to the maintenance and further development of the border territory infrastructure. The potential of voluntary patrols and other public associations in measures to protect and defend the State Border of the Republic of Belarus is not fully utilized.
Prosecutor's inspections revealed facts of non-compliance by district executive committees with the requirements of Decree No. 100 of the President of the Republic of Belarus dated February 23, 2012 "On measures to improve the accounting and reduce the number of vacant and dilapidated houses in rural areas" and normative legal acts issued in its development (Braslav, Verkhnedvinsk, Gorodok districts).
In this regard, the regional commission on state border policy has been proposed to strengthen control over the activities of local executive authorities, increase the responsibility of officials for compliance with legislation in border regions, and, if necessary, submit proposals to the regional Council of Deputies for the allocation of additional budget funds for the demolition of dilapidated and vacant houses.
Local authorities should pay more attention to the formation of modern infrastructure at border crossings, and the creation of favorable conditions for foreign citizens and residents of Belarus crossing the State border.
In particular, in cooperation with banking institutions, it is advisable to expand the network of currency exchange offices, organize their round-the-clock operation, and ensure the safety of personnel.
The discussion of this issue has shown that the issues of strengthening legality and law and order in the border territory are relevant and require constant coordination of actions of all interested state bodies.
The Chairman of the State Border Committee of the Republic of Belarus, Maltsev L.S., took part in the commission's work and delivered a speech.
