Vitebsk plans to put a plot for an observation wheel up for auction for the third time
Formally, the events unfolded according to the following scenario. The first auction, scheduled for November 11, was declared invalid due to a dispute at the preparatory stage of the bidding. At that time, 3 participants showed interest in the lot. The same contenders for purchase came to the repeated auction on December 1. And again, everything went awry.
First, one of the potential buyers was late for the final registration, which ended 15 minutes before the start of the bidding. He tried to appeal to the auction commission, but to no avail: he was not admitted to participate. Then, the remaining duo created an unhealthy excitement during the bidding, making 77 bids and increasing the lot price by 44 times. Moreover, the chairman of the auction commission, Tatyana Prokapenko, repeatedly reminded the contenders about the penalties (50 basic units) for refusing to pay for the auction item within the next three business days.
The winner was determined when the sale price of the lease right for a land plot of 600 sq. m amounted to almost 120 thousand rubles. As it turned out, the participant who fought so desperately for the lot is only a representative of the buyer. According to him, the investor is not from the Vitebsk region and is a member of the republican association of manufacturers and partners of the entertainment industry.
— I am not aware of the plans of the businessman whose interests I represent; I was given the level up to which the price could be raised, and I followed the recommendations, — the man explained. He himself is also an entrepreneur.
However, the absurdity and economic inexpediency of the lot's sale price were confirmed when the money did not arrive within the established period. As reported by Tatyana Prokapenko, the auction results were annulled, but the city executive committee does not intend to abandon the idea of installing a Ferris wheel in Vitebsk.
