A dialogue platform was held in Vitebsk to discuss proposals for amendments to the Constitution
According to him, the Constitution is the most important document that cements rights and obligations in any society. Therefore, the fundamental law should be reformed not based on the political situation, but thoughtfully, deciding how to redistribute powers between state bodies and branches of government. "It is important that the Constitution reflects principles that will allow society to develop normally for many years to come," noted Alexei Egorov.
He also put forward the idea of creating a large-scale structure in the form of a Constitutional Council during the work on amendments to the fundamental law, which would include lawyers, representatives of public associations, and political parties. "Because the working group is mainly engaged in refining the norms, subtleties, and inconsistencies that have crept into the draft constitutional amendments during discussions. The Constitutional Council, on the other hand, should develop doctrines," said the deputy, adding that compromise ideas should be sought at dialogue platforms.
Vladimir Penin, Deputy Chairman of the Vitebsk Regional Executive Committee, emphasized that the ideas for amending the Constitution should be drafted by legal professionals. It is necessary to talk with people as much as possible, to discuss and understand that there will be different opinions, and to take them into account. According to him, the broader the dialogue, the more cohesive the society will be.
A dialogue platform was held at Vitebsk State University. Representatives of authorities and public associations, parliament deputies, and senators took part in it. The parties discussed topics and proposals from the regions received following the dialogue platforms. The meeting participants concluded that transformations should proceed evolutionarily. Experts also noted that when a working group begins to work on the draft amendments to the fundamental law, there should be maximum openness in this process.
