The first dialogue platform was held in Vitebsk
At the first dialogue platform in Vitebsk, held at the PSU named after P.M. Masherov, representatives of political parties, public associations, and deputies discussed constitutional reform and enhancing the role of local governance and self-governance.
Alexey Egorov, Deputy Chairman of the Standing Committee on Legislation of the House of Representatives of the National Assembly, stated:
– As the experience of not only our country shows, postulates such as the status of the individual, the relationship between society and the state, should not be changed in the Constitution. However, there are technical aspects – issues of redistribution of powers, the principle of separation of powers, reform of the judicial system, and appointment of judges.
Alexey Vladimirovich is confident that the norms of the Constitution should be simple and understandable to everyone. They should also have direct effect – so that courts can apply them directly, without using other legal acts.
Valery Matskevich, Chairman of the Vitebsk Regional Coordination Council of Public Organizations and Political Parties, believes that the term of 2by October 25 – too short for making proposals on such a serious issue. Other participants of the discussion supported him.
Constitutional reforms are inextricably linked with reforms of local government and self-government. Alexey Egorov proposed to introduce the concept of "managerial error" into the legislation, which would not be punishable by law:
– Until this is in place, bureaucrats who are afraid to take responsibility and wait for instructions from above will proliferate.
