In Vitebsk, elections to the regional Council of Deputies will be held in 17 constituencies
Compared to the 2014 elections to the Regional Council, the number of voters in Vitebsk has increased by almost 2,000 people, so elections in the city will be held in 17 constituencies (in the previous similar campaign, there were 16). The new constituency will be called Gorky. Almost all constituencies in Vitebsk are formed within the boundaries of existing city districts, with the exception of Pravdinsky, which includes adjacent parts of Zheleznodorozhny and Oktyabrsky districts. The largest number of constituencies is in Pervomaysky district - 9, in Oktyabrsky - 5, Zheleznodorozhny - 2. In general, in the region, during the current election campaign, elections will be held in 60 constituencies, with an average of 14,569 voters per constituency.
"Proposals for the formation of electoral districts were worked out with the executive committees of the basic level, and the geographical features of the location of administrative-territorial units were taken into account. The requirements of the Electoral Code for the formation of electoral districts have been met. All districts form a single territory," noted Alexander Butarev. The boundaries of the formed electoral districts will differ from the division that was during the elections of deputies to the Vitebsk Regional Council of Deputies of the 27th convocation. There are no longer any districts in the region that coincide with the territory of a district; two districts will be formed in Lepel and Glubokoe districts, and the territories of other rural districts are involved in the joint formation of districts.
There are constituencies in the region that are formed from the territories of several districts at once. For example, the Bigosovsky constituency includes adjacent territories of Braslav, Verkhnedvinsk, and Miory districts, the Chashniksky constituency includes the territories of Chashniksky, Sennensky, and Tolochinsky districts, the Rossonsky constituency includes the territories of Polotsk and Rossonsky districts, as well as
Borovukha urban settlement, Mezhyrechye settlement, which are under the administrative jurisdiction of Novopolotsk. 8 electoral districts will be formed in the territory of Orsha district, 5 districts each - within the boundaries of Polotsk district and Novopolotsk (10 in total). The district that existed previously and will not be formed is Volosovsky (it included territories of Tolochinsky and Sennensky districts).
At the first meeting of the Vitebsk Regional Territorial Election Commission for the election of deputies to the local Councils of Deputies of the 28th convocation, its chairman was elected. It was Dmitry Khoma, head of the education department of the Vitebsk Regional Executive Committee. At the organizational meeting of the commission, a deputy chairman and a secretary were also elected, and duty schedules were established.
