In the Vitebsk region, 65% of the budget will be allocated to the social sphere
The total amount of revenues to the regional budget for 2016, including own revenues (11,357 trillion rubles) and gratuitous receipts from the republican budget, will exceed 17.4 trillion rubles, including the revenues of the regional budget – about 5.6 trillion rubles.
As emphasized by Boris Kichanovsky, Head of the Main Financial Department of the Regional Executive Committee, the expenditure part of the regional treasury was formed under strict austerity conditions. Its volume is determined at about 17.3 trillion rubles, which guarantees the preservation of the achieved level of social obligations and an average increase in wages in the public sector by 15%. At the same time, priority expenditures totaling 13.6 trillion rubles, or 79%, have been identified, which are not subject to reduction. This guarantees social stability in the region, he noted.
In general, more than 11.2 trillion rubles, or 65%, are planned to be allocated to the social sphere, including 5.4 trillion rubles for education and 4.3 trillion rubles for healthcare. About 2.3 trillion rubles are provided for housing and communal services and improvements in local budgets, and more than 1 trillion rubles for financing expenditures in the agricultural sector, while the shortfall in funds for the agro-industrial complex is estimated at 2.8 trillion rubles.
In general, the replenishment of the regional treasury will directly depend on the effective performance of the real sector of the economy, concluded Boris Kichanovsky.
