In the Vitebsk region, 80% of outdoor advertising carriers belong to private operators
September 23, Vitebsk / Diana Kurilo - BELTA /. In the Vitebsk region, 80% of outdoor advertising carriers belong to private operators. This was announced today at a meeting of the Vitebsk Regional Executive Committee by Deputy Chairman of the Regional Executive Committee Oleg Matskevich, BELTA correspondent reports.
State advertising enterprises have been established in all major cities of the region. However, only in Novopolotsk does a state-owned enterprise have more than 100 advertising structures and hold a dominant position in the city's advertising services market. In Orsha and Polotsk, state operators own 20 and 2 structures, respectively, and in Vitebsk, the state-owned enterprise "Vitebskreklama" does not own a single billboard.
According to Oleg Matskevich, the control over advertising activities by district executive committees is superficial and carried out formally. For example, in the Gorodok district, monitoring revealed 20 objects without advertising passports, in the Verkhnedvinsk district - 12, and in the Dokshitsky district - 11. Such inattention to the operators' activities leads to under-receipt of funds to the budget from advertising placement. Thus, the Gorodok district could receive an additional Br1 million monthly. In terms of advertising revenue, the region is an outsider in the republic: for 6 months of the current year, only Br443 million was received by the treasury.
The Regional Executive Committee is also dissatisfied with the placement, technical condition, and aesthetic appearance of advertising structures in the region. Billboard structures are still being installed in cities and district centers. In a year and a half, not a single volumetric-spatial or dynamic advertisement has appeared. Due to the absence of manufacturers of advertising equipment in the republic, the Regional Executive Committee has decided to consider the possibility of creating a modern enterprise for its production based on the Novopolotsk enterprise "Izmeritel". -0-
