In the Vitebsk region, the number of entrepreneurs working on a declarative basis has tripled
Anzhelika Nikitina emphasized that at the end of last year, a package of documents was adopted to simplify business conditions, in accordance with which state interference in the economic activities of economic entities is minimized. Work under the new conditions has yielded results. Thus, there is a positive trend in involving the population in the economy of the regions due to Decree No. 337 "On the Regulation of the Activities of Individuals," which allows citizens to work without registering as individual entrepreneurs. "If on January 1, 2018, 272 people worked on a declarative basis, then by June 1, in all districts of the region, there were 850 people. An increase in the number of people engaged in handicraft activities is noted. Over the past year, their number has increased by 25% and amounted to 3.8 thousand people by the end of 2017. This all indicates that sufficiently comfortable conditions have been created for engaging in entrepreneurial activities," stated the Chairperson of the Committee of Economics.
Since February 26, 2018, the main provisions of Decree No. 7 "On the Development of Entrepreneurship" have come into force in Belarus. This is a key document for liberalizing business conditions, which maximally systematizes and reduces business requirements. In accordance with the document, a notification principle for starting business activities is being implemented for a number of types of economic activities.
"This principle is an alternative to the permissive one. A number of entrepreneurs hold the view that having a permit provides more guarantees and entails fewer risks than operating on a notification basis at one's own risk," notes Anzhelika Nikitina. "However, the notification mechanism is unequivocally simpler, faster, and involves lower costs. In practice, the mechanism is working; as of June 1, 2018, local authorities
113 notifications were submitted, or 6% of all notifications in the republic.
For business entities engaged in retail trade, public catering, and consumer services in rural areas and small urban settlements, tax benefits and preferences have been introduced by Decree No. 345 "On the Development of Trade, Public Catering, and Consumer Services". In the Vitebsk region, almost 5.7 thousand settlements, or 90% of their total number, fall under the scope of the decree.
