In the Vitebsk region, the number of organizations with wage arrears decreased by 12.3% in July

In the Vitebsk region, the number of organizations with wage arrears decreased by 12.3% in July.

As of August 1, 192 organizations had wage arrears (the total amount of arrears was Br126 billion), while as of the beginning of July, there were 219 enterprises in the region on the list of debtors, reported Marina Ryzhova, prosecutor of the department for supervision of legislation execution and legality of legal acts of the Vitebsk region prosecutor's office.

The largest number of cases of untimely wage payment occurred in the Dubrovensky, Gluboksky, Miorsky, Tolochinsky, Polotsky, and Braslavsky districts. "The prosecutor's offices of the region constantly supervise the execution of legislation in the sphere of timely wage payment by enterprises and organizations of the region. The results of supervisory activities indicate that the problems arising here are caused by the difficult financial situation of enterprises, the accumulation of finished goods inventories, the presence of significant accounts receivable, as well as the improper work of organization managers in ensuring the safety of property, extravagance, mismanagement, etc.," the prosecutor noted.

Marina Ryzhova emphasized that prosecutor's response measures are promptly taken regarding the identified violations of labor legislation, and issues of bringing guilty persons to disciplinary and administrative responsibility are being resolved.

Thus, the prosecutor of Sharkovshchyna district analyzed the enforcement of labor legislation by local agricultural enterprises. It was revealed that some enterprises systematically violate salary payment deadlines and do not take adequate measures to reduce overdue accounts receivable. In this regard, a representation was made to the chairman of the Sharkovshchyna District Executive Committee, which was considered at a production meeting with the participation of responsible persons. As a result, part of the salary arrears was paid off, and 8 officials were brought to disciplinary responsibility for the violations committed (including employees of the district executive committee who failed to ensure proper control over the state of work in the specified area of activity). At the prosecutor's request, the heads of debtor enterprises were brought to administrative responsibility under Art. 9.19 of the Code of Administrative Offenses of Belarus.

By the order of the prosecutor of Horodok district, issued in June to the director of DKUSP "Horodok PMK-51", the enterprise paid off salary arrears to employees in the amount of over Br600 million.

The prosecutor of Chashniki district filed a number of applications for the initiation of order proceedings with the Vitebsk Regional Economic Court in the interests of OAO "Prozemle-Agro", KUP "Chashniki PMS" and other organizations that have salary arrears to employees, which has led to a significant reduction in the number of cases of untimely salary payments in the district.

These facts are not isolated – similar response measures were taken by prosecutors in Gluboksky, Gorodoksky, Dubrovensky, Lepelsky, Ushachsky, Shumilinsky and other districts. In total, over the 7 months of the current year, based on the identified violations of labor legislation regarding untimely payment of wages, the region's prosecutor's offices have issued 56 submissions, 145 orders, filed 15 protests, and issued 24 official warnings. As a result of the review of prosecutorial supervision acts, 106 individuals were brought to disciplinary responsibility, and 178 individuals were brought to administrative responsibility at the request of prosecutors.
