In the Vitebsk region, all reserves must be mobilized to replenish the budget - A.Kosinec
February 24, Vitebsk / Olga Bogacheva - BELTA /. All reserves must be mobilized to replenish the regional budget in the Vitebsk region. This was stated today at a meeting of the Vitebsk Regional Executive Committee by its chairman Alexander Kosinets during the consideration of the issue of the region's budget execution for 2010 and tasks for 2011, a BELTA correspondent reports.
In 2010, the budget of the Vitebsk region maintained its social focus: 59% of all expenditures, or Br1 trillion. 995 billion, were allocated to finance the socio-cultural sphere. Revenue to the Vitebsk region budget (excluding gratuitous receipts) amounted to Br1 trillion. 990 billion, which is Br185 billion more than in 2009. The refined annual revenue plan was fulfilled by 101%.
However, the measures taken to mobilize budget revenues are insufficient, emphasized Alexander Kosinets. "There are reserves for budget replenishment in every region and industry," he is confident. Thus, in Gorodok, Dubrovno, Liozno, Senno, Tolochin, Ushachi, Chashniki, Sharkovshchina, and Shumilino districts, local authorities pay insufficient attention to the development of the service sector and agro-ecotourism. The opportunities to attract budget revenues from outdoor advertising placement in Beshenkovichi, Braslav, Gorodok, Dokshitsy, Dubrovno, Liozno, Senno, Tolochin, Ushachi, and Sharkovshchina districts are not sufficiently utilized.
According to Alexander Kosinets, the regional budget directly depends on a clear system of measures to ensure its fullness. In this regard, he instructed to develop a set of measures to bring loss-making enterprises to a profitable level of operation, take all measures to reduce inventory, reduce accounts payable, and also consider steps to bring the regions of the oblast to self-supporting work.
As reported by Boris Kichanovsky, head of the financial department of the Vitebsk Regional Executive Committee, the execution of the Vitebsk region budget by revenue sources took place in difficult economic conditions, so the work of local authorities was aimed at minimizing losses from the decline in production volumes and efficiency in the fuel and power industries. Due to the growth in production efficiency in other sectors, losses in industrial production in the region as a whole were reduced by Br1.2 trillion. The growth in average wages in the regions allowed for an increase in personal income tax revenues in 2010 compared to the previous year by Br90 billion. Planned value-added tax revenues in the amount of Br582 billion were fulfilled. Taxpayer debt to the budget decreased by Br15.6 billion. Tax arrears to the budget at the beginning of 2011 amounted to Br4.8 billion.
Local Councils of Deputies maximally used their rights to establish local taxes and fees, which attracted Br56 billion to the budget. The region's budget indicators for 2011 for revenues and expenditures are planned with an increase of more than 20% compared to the 2010 level. -0-
