Only 38% of thefts are solved in the Vitebsk region
September 10, Vitebsk / Diana Kurilo - BELTA /. Law enforcement agencies of the Vitebsk region need to improve the crime detection rate. This was stated today at a meeting of the Vitebsk Regional Executive Committee by its chairman Alexander Kosinets, according to a BELTA correspondent.
According to the Prosecutor of the Vitebsk region Gennady Dysko, over the past three years, the crime detection rate in the region has not risen above 60%, and in the criminal investigation department, it has never exceeded the 50% threshold. Currently, the detection rate in the criminal investigation department, including for serious and particularly serious crimes, remains one of the lowest in the republic. As practice shows, the low effectiveness in identifying and solving crimes is largely due to the improper organization of the work of operational officers, shortcomings and omissions in conducting operational-search activities, frequent staff turnover of management and operational personnel in city and district internal affairs departments, and sometimes an irresponsible attitude of officials to the performance of their duties.
The head of the Internal Affairs Directorate of the Vitebsk Regional Executive Committee, Alexander Naydenko, stated that the detection rate of serious and particularly serious crimes in the region tends to grow and reaches 84%. At the same time, 75% of crimes are thefts, with a detection rate of 38%. "Carelessness of citizens and economic entities is the main cause of these crimes," he stressed. Often, reports of thefts to the police from economic entities are received several months later, which makes solving the crime practically impossible. Owners do not take adequate measures to protect their property. As a result of checks of 2,000 facilities under guard, guards were absent at 33 of them, and at 163, they were in a state of severe alcohol intoxication.
The chairman of the regional executive committee demanded that law enforcement agencies make every effort to implement the principle of the inevitability of punishment. At the same time, he stressed that falsifications, perfunctory responses, and distortion of facts are unacceptable. In his opinion, the Internal Affairs Directorate of the Vitebsk Regional Executive Committee needs to toughen demands on employees. In turn, local authorities need to provide all possible assistance to law enforcement agencies and ensure the necessary working and living conditions for law enforcement officers, stressed Alexander Kosinets. In particular, this concerns providing all district inspectors with transport and housing in the territories they oversee. In addition, the regional executive committee, together with district executive committees, is ready to consider the possibility of providing this housing for ownership under certain conditions. -0-
