A system of bonuses and allowances for young veterinary specialists has been developed in the Vitebsk region
A thousand-ruble bonus to the salary of young specialists is popular in the Vitebsk region and brings a tangible effect
About a thousand young specialists join the enterprises of the agro-industrial complex of the Vitebsk region annually. The Committee for Agriculture and Food of the Regional Executive Committee provided the figures: approximately 250 university graduates, almost 300 young men and women with secondary specialized education, and almost 500 with vocational-technical education will be employed here this year.
— Despite such a significant influx, — emphasizes Sergey Egorov, Chairman of the Regional Committee for Agriculture and Food, — the problem with personnel still exists. As for specialists in zootechnics and veterinary medicine, it is the most acute. We are short of about 120 veterinarians and about 140 zootechnicians. Every seventh staff position is vacant.
Young specialist Yana Markovich.
Sergey Valeryevich also names the main reason for this situation — a low percentage of young specialists staying in rural areas. But there is also a reason for joy:
— We hope that in the coming years, the situation in the labor market will change, — explains the head. — It is for this purpose that we have introduced innovations in remuneration in agro-industrial associations. The incentive is more than attractive: for those young zootechnicians and veterinarians who sign a five-year contract with an agricultural enterprise, we pay an additional thousand rubles monthly. And if in March 2021 there were only 23 applicants for this bonus, now there are about 70 young specialists. It is pleasing that the number of young people who enroll in targeted training programs is also increasing.
This year, 167 students and 29 students from secondary vocational schools subordinate to the Ministry of Agriculture and Food became targeted trainees. This is significantly more than during the last admission campaign. Agricultural enterprises are accommodating: more than 90 percent of these young people will receive a substantial supplement to their scholarship — from 5 to 10 basic units. The largest number of such scholarship holders began their studies aton the directions of the Glubokoye and Vitebsk agro-industrial associations.
To find out how specialists, yesterday's targeted students, have settled in their new location, we are going to the Gorodok district. Today, the border region is in great need of young and proactive personnel. The proximity of the regional center and the Russian Federation negatively affects the demographic situation. The length of the district is under 100 kilometers. And in every fifth village out of 333, there are no residents at all. The population of over 170 villages is from one to ten people. It is not surprising that young men and women, after finishing school, often prefer to look for a more comfortable place for their future life.
Sergey Ermakovich, Head of the Department of Agriculture and Food of the Gorodok District Executive Committee, emphasizes:
— We work closely with schoolchildren, telling them that our district has its own specifics, which can and should be managed wisely. Yes, cold and unpredictable weather, low soil fertility, weak yields, a lot of free land… But every disadvantage has its advantage. For example, a field has been resting for ten years – this is an excellent opportunity to engage in organic farming today. There is such a demand for environmentally friendly products grown without pesticides and chemical fertilizers. Yes, a large agricultural enterprise cannot afford such a narrow specialization, but a private farmer can. Get an education, gain experience first. And start your own business, and we will always support you in everything.
By the way, the interlocutor does not hide: investors and entrepreneurs are increasingly looking at the border region. For example, it was on the Gorodok land that 300-hectare plantations of miscanthus were laid – an exotic crop that can be used as raw material for the production of fuel pellets, as a substitute for wood in paper production, and even in the petrochemical industry. A farmer has also settled in the "risk zone," successfully cultivating 5 hectares of strawberries using the most advanced technologies…
This year, 15 young specialists were hired for their first jobs here, 10 of whom have higher education. For example, UP "Severny" immediately hired five agronomists., veterinarian and veterinary paramedic.
Everyone was provided with housing, and everyone is full of enthusiasm. So, **Yana Markovich, a recent graduate of the Vitebsk Veterinary Academy**, who is just starting her career in the Gorodok district, has her own plans for the future. We meet the young specialist at the district veterinary station, where Yana has been working as a virologist for four months, monitoring the health of the entire livestock of the Gorodok district.
— I am the first veterinarian in the family, — says the heroine. — Who instilled a love for animals? Perhaps, the Siberian cat Tikhon. He raised me in childhood, and I — him, — the girl laughs. — So I went to the Luzhesnyansky Agricultural College — a branch of the Veterinary Academy. Now I am going to get a higher education through correspondence.
The other day, Yana, as a young specialist, received the keys to her first apartment — she was allocated rental housing. Ahead — renovation and furnishing. The Vitebsk native says that Gorodok is very beautiful, and there are quite a few young people. She definitely won't be bored. Moreover, work takes up a lot of time.
— Thanks to my senior colleagues, they help and support me, — Yana is grateful for their participation. — I studied on a targeted program, and did my internship here. I arrived by personal request. It's interesting to work, I'm learning a lot of new things. The salary is sufficient, I'm saving a little to pay for future studies. The goal is to become a highly qualified specialist in my field. Today, the future of the village primarily depends on who works here and how strong their baggage of knowledge and experience is. I hope to acquire both. You can't do without such a strong foundation in life...
