In the Vitebsk region, 78 units of unused property have been put into economic circulation since the beginning of the year

In the Vitebsk region, 78 unused property objects have been put into economic circulation since the beginning of the year. This was announced at a meeting of the regional commission held in the Postavy district by Dmitry Lukovnikov, Deputy Chairman of the Vitebsk Regional Executive Committee State Property Committee and Head of the Communal Property Department.

Last year, 74 objects were put into circulation during the same period. In 2021, the Vitebsk region ranked first in putting unused real estate into circulation. "The region became the first in quantitative terms for methods of involving property into economic circulation such as sale (52 objects), lease (9), and gratuitous transfer to private ownership for an investment project (8). This work is carried out on a systematic basis, although there are a number of shortcomings. Some districts of the region have fulfilled about 40-50% of the planned volume, and in the Sharkovshchyna district, not a single building has been put into circulation this year," noted Dmitry Lukovnikov.

Viktor Zaitsev, Chairman of the Regional Executive Committee State Property Committee, noted that "Vitebskoblimushchestvo" will return to the practice of curatorial monitoring, when committee specialists will be responsible for a specific district and will report weekly on the state of affairs in their assigned territory. "Actively involve the chairmen of rural executive committees. Let them inspect unused buildings and determine whether they can be sold, involved in economic circulation in any way, or if they need to be demolished. Local leaders know the situation and condition of real estate better," proposed the head of the committee.

He cited the interaction between the leadership of the Chashniki District Executive Committee and enterprises in the district center as a positive example of work in this direction. The formerly loss-making enterprise "Chashnichanka," which provided communal and household services, underwent optimization and is now leasing real estate. "They carried out major repairs solely with their own funds. The enterprise also acquires real estate objects from communal ownership, puts them in marketable condition, and sells them. There are already examples of the sale of three such objects. This is an example of how unused property is being involved in the process in a small district.the enterprise, and this experience deserves attention, it should be adopted by other districts," emphasized Viktor Zaitsev.

The First Deputy Chairman of the Regional Executive Committee, Oleg Matskevich, who headed the commission, set deadlines: by March, to show the results of which districts and how managed to apply this approach, which has taken root in the Chashniksky district.

The work method of the leadership of the Polotsk district also proved worthy of imitation. Here, long-unused buildings are being involved in economic circulation, both by selling them at auctions and by transferring them free of charge to interested entrepreneurs for the implementation of investment projects. For example, a former post office in one of the settlements was offered to an individual, and soon an agro-ecotourism estate appeared there. A former barracks in a military town was rebuilt into a multi-story residential building, and a leisure center with a horse arena was erected on the site of warehouse premises. Production enterprises have also started a new life on the Polotsk land: with the arrival of foreign investors, dilapidated buildings have acquired a new look, and, for example, the winery has provided 100 jobs for local residents. At the district executive committee level, for conscientious investors and developers, the issue of extending deadlines is being resolved if, for reasons beyond the control of the entrepreneur or company, it is not possible to complete construction, reconstruction, or modernization on time.

Oleg Matskevich also noted that it is necessary to work more boldly with investors. He cited the "Vitebsk" hotel in the regional center as an example, when they were afraid to implement a Russian project for its redevelopment into a modern hotel complex. "Rely on the legislative framework, but do not delay decisions on incoming investment projects. And do not be lenient with those who do not fulfill the terms of the contract," he set the task.

At the commission meeting, specific results of the districts' work were also considered - both positive and negative, and instructions were issued for the demolition of buildings and structures whose deadlines are nearing completion. Oleg Matskevich added that the work on involving unused property in economic circulation should be systematic and interdepartmental in order to achieve effective results.
