The number of citizens' appeals to local executive committees has decreased in the Vitebsk region
More than 40 thousand residents of the Vitebsk region appealed to executive and administrative authorities last year.
Analyzing the work of local government bodies with appeals from citizens and legal entities at a meeting of the regional executive committee, the head of the region, Nikolai Sherstnev, emphasized that the number of appeals is directly related to the effectiveness of local authorities' work with the population.
– All issues that are received through the "direct line" to the chairman of the regional executive committee could have been resolved at the local level, but they are not. Where authorities, officials, and leaders are far from the people, citizens write and appeal to higher authorities and organizations because their problems are not being solved locally. And the numbers prove this. Regions with approximately the same population: Novopolotsk, Orsha, Orsha and Polotsk districts, while the number of written appeals in Novopolotsk is 1939, in Polotsk district – 2963, Orsha district – 4726. In Lepel district – only 158 appeals, in Tolochin district – 455, although these districts are not much different, – emphasized Nikolai Nikolaevich.
In general, work with appeals from citizens and legal entities is organized in accordance with the legislation, as evidenced by the statistical and analytical data presented by the head of administration of the regional executive committee, Alexander Sysoev.
At the same time, there are shortcomings that lead to justified complaints and remarks (violation of deadlines or incomplete consideration of issues).
Thus, in 2017, executive and administrative bodies of the region received more than 41 thousand appeals from citizens, which is 222 less than in 2016. The absolute majority of them were considered locally; the leadership of the regional executive committee received just over 1% of the total number.
Most often, residents of the region appeal to the internal affairs departments, healthcare, housing and communal services, education, the committee for labor, employment and social protection, the main justice department, as well as the committee for architecture and construction of the regional executive committee.
Compared to 2016, the number of appeals regarding construction, water supply, payment for utility services, housing stock repair, housing
construction, environmental protection, and violations of legislation regarding citizens' appeals. In 96% of cases, citizens' appeals to the regional executive committee receive responses of an informational and explanatory nature, and the appeals are forwarded for consideration according to their competence.
The number of repeated appeals has decreased by 40%, with only 4 out of 96 being recognized as justified.
In 2017, local executive and administrative bodies received 1892 appeals from legal entities (60 more compared to 2016).
The topics relevant to business entities include housing and communal services, taxation, assistance with employment, debt repayment, land use and land management, architecture and urban planning, property management, as well as appeals against decisions of executive committees.
Last year, the "direct lines" of the regional leadership, city and district executive committees, and administrations of Vitebsk received over 5.6 thousand calls, which is 5% less than in 2016.
Fewer residents of the region called the regional executive committee directly by a quarter compared to 2016, which indicates that citizens are increasingly using the opportunity to resolve emerging problems and issues at the local level.
