As noted by the department, in 2009, the demand and responsibility of officials for complying with the law on citizens' appeals, ensuring their rights and legitimate interests, increased. Based on violations of the law identified as a result of considering appeals, 21 submissions were sent to 5 district executive committees, 3 city executive committees, and the departments of healthcare and housing and communal services of the regional executive committee to bring the perpetrators to justice. In 2009, 100 healthcare workers, 127 employees of housing and communal services enterprises, and 34 employees of justice and law enforcement agencies were held accountable for violating the law on citizens' appeals.
Last year, the Vitebsk Regional Executive Committee analyzed the work of city and district executive committees on the implementation of the regional executive committee's decision "On the implementation of Directive No. 2 'On measures to further de-bureaucratize the state apparatus'." City and district executive committees received 16.1 thousand citizens' appeals, including 2 thousand appeals from higher state bodies; compared to 2008, their number decreased by 11.3% and 5.6%, respectively. The number of repeated appeals from citizens to settlement and rural executive committees decreased by 22.6%, which is due to the consideration of applications at the primary level in accordance with the law on administrative procedures.
At the same time, 26 officials from 6 district executive committees and 3 city executive committees were disciplined for violations of the law on citizens' appeals and administrative procedures identified during the inspection by the regional executive committee. -0-
