In the Vitebsk region, 15 officials were punished for ineffective work on the involvement of state property in circulation
January 18, Vitebsk / Diana Kurilo – BELTA/. The Vitebsk Oblast Committee for State Control notes the inefficient work of city and district executive committees in involving unused state property into economic circulation, the Committee informed a BELTA correspondent.
In accordance with the joint work plan of the Administration of the President of Belarus and the Committee for State Control, the Vitebsk Oblast Committee for State Control conducted a large-scale inspection in 2010 of the implementation by city and district executive committees of measures to involve unused state property into economic circulation. Control measures were carried out in the Novopolotsk and Orsha city executive committees, and the Gorodok, Vitebsk, Tolochin, Beshenkovichi, Liozno, Orsha, Shumilino, and Dubrovno district executive committees.
The share of unused objects of district communal property in some districts remains significant. For example, in Liozno district, 31.5 thousand sq. m of area, or 10.7%, was not used or was used inefficiently, and in Shumilino district – 23.7 thousand sq. m, or 6.3%.
According to the specialists of the Committee for State Control, local authorities have not ensured the full and timely inclusion of all objects in the calendar schedules for involving unused objects into economic circulation for 2008-2010. Despite repeated adjustments to the schedules, not all planned measures were implemented.
Executive committees did not ensure the necessary control over the implementation of decisions on writing off unused objects and the work carried out by balance holders on dismantling objects; for many of them, dismantling had not been carried out for up to two years. Despite the established mandatory annual inventories of fixed assets, undismantled objects were not identified and were not restored to the accounting records. Facts of long-term non-liquidation of written-off objects were revealed in all inspected districts.
Following the inspection results, 44 guilty persons were brought to disciplinary responsibility by 10 city and district executive committees, including 15 officials of local executive and administrative bodies, and 3 officials were brought to administrative responsibility. Objects of communal property totaling Br35.4 billion were restored to accounting records.
The Board of the Committee for State Control made mandatory proposals to local authorities to improve the effectiveness of measures to involve unused state property into economic circulation. -0-
