Almost 30,000 real estate objects will be registered in the Vitebsk region

The Vitebsk region needs to increase the pace of registration of state-owned real estate. By 2019, it is necessary to legalize the existence of more than 27 thousand objects.

To fulfill this task, heads of organizations must build this work in a planned and systematic manner, and registering authorities must provide them with maximum assistance and avoid excessive requirements. This was stated by the First Deputy Chairman of the Regional Executive Committee, Oleg Matskevich, during a seminar held on August 16 in Vitebsk on the initiative of the State Property Committee of Belarus.

Today, by order of the government, the country is registering objects built before 2003 and not previously registered. The work is planned to be completed by 2020. In 7 months of 2017, in the Vitebsk region, this procedure was carried out for almost 1.1 thousand objects, which is only 4.6% of the total number of unregistered real estate.

– We are not satisfied with such rates. Therefore, a seminar was organized using video conferencing with all districts, where necessary information can be obtained and problems can be discussed. This should favorably affect the efficiency of work and ultimately accelerate registration, – emphasized Oleg Matskevich.

According to the National Cadastral Agency, Belarus ranks 5th in the world in terms of "property registration". It takes into account, among other things, the cost of registration procedures, which in our country is recognized as the lowest in the world. In addition, among the countries of Eastern Europe and the Baltics, Belarus has the lowest cost of real estate inventory.

According to the Deputy Chairman of the State Property Committee, Vyacheslav Abramov, in accordance with the government's instructions, lists of objects have been prepared, registration schedules have been drawn up, and therefore, heads of enterprises that still have such property will be able to plan their work with it.

– To improve the efficiency of managing the property complex, the state as the owner must fully formalize real estate, – noted Vyacheslav Abramov. In addition, the availability of title documents allows right holders to create modern geographic information systems, which makes it possible to bring the property management process to a qualitatively new level through automation.

To fulfill this task, all processes related to the registration of title documents and the performance of registration actions for real estate objects have been maximally optimized and simplified. Thus, today it is sufficient for the head of the enterprise to issue a certificate stating that the object subject to registration is in use, and there are no remarks from the relevant services regarding its operation. This is especially relevant for agricultural enterprises.

Issues of reducing the cost of registration procedures are also being addressed. In particular, in 2016, the process of technical inventory of real estate was optimized, and new software was developed, which made it possible to reduce the time costs for performing work and lower their cost by 5-20%. Benefits for payment of work on land registration are provided, and the profitability of state real estate registration and land management organizations has been reduced.

In addition, it is planned to reduce the state duty rates for issuing title documents for land plots. The issue of exemption from VAT for technical inventory work is also being discussed.
