More than 50 million rubles were invested in the region's healthcare in 2017

During the past year, about 54 million in investments were made into the healthcare system of the Vitebsk region, of which 43 million were directed to the capital repair and construction of medical facilities, and 11 million – to the purchase of equipment. This was announced by the Head of the Healthcare Department of the Regional Executive Committee, Yuri Derkach, at a meeting of the Regional Executive Committee, which summarized the year's results on the implementation of the target indicators of the State Program "People's Health and Demographic Security of the Republic of Belarus" for 2016-2020 and reviewed the industry development plans for 2018.

Among the largest and most complex projects of the past year is the completion of the reconstruction of City Hospital No. 1 named after Semashko in Orsha. The construction of a polyclinic in the Yug-7 microdistrict in Vitebsk and the Miory Central Regional Hospital has been intensified.

Separately, the Chairman of the Regional Executive Committee, Nikolai Sherstnev, focused on the construction of a polyclinic in the Bilevo microdistrict in the regional center. About 30,000 people live here, and to serve them, accessible outpatient clinics are being created where patients can receive primary medical care and undergo simple examinations.

Thus, back in late 2016, the first floor of one of the apartment buildings was converted into an outpatient department. As Yuri Derkach reported, next summer it is planned to open a pediatric unit in one of the new buildings (the premises have already been identified and funds allocated), and then a women's clinic. Once the population of Bilevo reaches 40-50 thousand and the planned comprehensive polyclinic center is built, the vacated premises will be converted into housing for medical workers.

"It is important that it does not turn out like this: first, we complete the development of a district with a population of 70,000, and only then we will build a polyclinic, thereby creating a problem. We must now clearly determine when exactly to build this facility and do it in parallel with the construction of housing," insisted the head of the region.

Nikolai Sherstnev also demanded to identify the most relevant areas for resource allocation, as in the current conditions every ruble counts and scattering funds is unacceptable.
– In addition to improving the material and technical base of medical institutions, it is necessary to identify promising areas for financial investment. We understand that we need to create scientific and practical centers in various fields of medicine. But we cannot help everyone at once. And there is no point in creating a medical center of the capital's level in every city, – said Nikolai Nikolaevich.

While setting priorities for the industry's development, Yuri Derkach focused on providing assistance to patients with circulatory system diseases. In 2017, X-ray endovascular rooms were commissioned in Vitebsk and Orsha, and work is being completed in Novopolotsk. After equipping a similar room in Braslav, all residents of the region will be within a 60-minute reach for medical assistance before the development of heart attack and stroke.

In February, the X-ray endovascular department will start operating at the regional hospital, which will subsequently be used to create a scientific and practical center – the first of its kind in the country. All these measures will minimize mortality and disability among the population due to cardiovascular diseases.
In general, almost all indicators set by the state program have been fulfilled by the region, noted Yuri Nikolaevich. Vitebsk region, like Gomel region, has the highest increase in life expectancy in the country (according to the results of 2016, the life expectancy in the region increased to 73.3 years). Infant mortality rates and primary disability rates are also among the best.

All this is the result of the continuous improvement of the material and technical base of healthcare institutions, the introduction of new technologies, invested capital, management decisions, productive cooperation with interested structures and local authorities. And, of course, the daily work of medical professionals at their workplaces.
