Vitebsk region bid farewell to Vladimir Kulakov

A farewell ceremony for Vladimir Kulakov, former Chairman of the Vitebsk Regional Executive Committee of People's Deputies, Chairman of the Regional Council of Deputies, and Honorary Citizen of Vitebsk, was held at the regional philharmonic hall.

To honor the memory of Vladimir Panteleevich, attendees included Vladimir Andreichenko, Chairman of the House of Representatives of the National Assembly of the Republic of Belarus, Alexander Subbotin, Chairman of the Regional Executive Committee, and Vladimir Terentyev, Chairman of the Regional Council of Deputies. Wreaths and flowers were also laid at the coffin of the deceased on behalf of delegations from cities and districts of the Vitebsk region, work collectives, public organizations, and colleagues.

Speaking at the memorial service, Vladimir Andreichenko described Vladimir Kulakov as a shining example of service to our country and its people. He belonged to the generation of children of war and experienced all its hardships, having lost his father at the age of seven.

– Vladimir Panteleevich achieved everything himself, – noted Vladimir Andreichenko. – At 28, he managed one of the largest and most advanced state farms in the Grodno region, and two years later was awarded his first Order of the Red Banner of Labor. In the late 20th century, Vladimir Panteleevich navigated difficult times as Chairman of the Executive Committee of the Vitebsk Regional Soviet of People's Deputies, but he always made well-considered decisions because he was an experienced, wise, and decent person. He was a demanding leader, and hundreds of his subordinates received their professional training under him. I am grateful to fate that from 1987, for many years, I worked closely with Vladimir Panteleevich and took over the leadership of the Vitebsk region from him in 1994.

Alexander Subbotin, Chairman of the Regional Executive Committee, called Vladimir Kulakov a man of an era. His remarkable life path is worthy of books and films. In challenging times, he made difficult decisions that yielded results. This is evidenced not only by his numerous awards but also by his good reputation.

– I did not have the opportunity to work with Vladimir Panteleevich, but I have not met anyone who did not speak of him with great respect, highlighting such qualities as scrupulousness, responsibility, diligence, devotion to the Motherland and service for its benefit, – stated the head of the region.

Vladimir Tsetsokho, who worked closely with Vladimir Kulakov for many years, called him a stoic person and a good friend.

Vladimir Kulakov is buried in the Alley of Honorary Citizens of Vitebsk city at the Mazurino cemetery.
