Vitebsk region will not index single tax rates for individual entrepreneurs

In the Vitebsk region, after public discussion, it was decided not to index the single tax rates for individual entrepreneurs and individuals. The corresponding decision was made by deputies at the session of the regional council.

The draft decision "On the single tax from individual entrepreneurs and other individuals" was submitted for public discussion. This was done in accordance with clause 9.4 of Directive No. 4 "On the development of entrepreneurial initiative and stimulation of business activity in the Republic of Belarus". In the draft, the inspection of the Ministry of Taxes and Duties for the Vitebsk region proposed to increase the current rates by the level of indexation in order to adapt them to inflationary processes (by 7.4%).

The head of the inspection of the Ministry of Taxes and Duties for the Vitebsk region, Valery Lobatsevich, noted that the issue caused lively interest and debates flared up. The interested parties agreed that indexing the rates is premature. The deputies agreed with the opinion of the residents of the region. However, some transformation of rates in the region will still occur. Thus, Decree No. 29 "On Taxation" in Belarus changed the minimum and maximum values of the basic rates of the single tax. As a result, in the Vitebsk region, the rates for three types of services turned out to be lower than their minimum values. This concerns the organization of public catering through catering facilities (taxes changed in Vitebsk, Novopolotsk, Orsha and Polotsk), water transport activities, and cleaning and tidying services for residential premises.

To avoid discrepancies, the deputies made amendments to the decision of the Vitebsk Regional Council of December 15, 2016 No. 161. According to the amendments, the single tax rates for the three listed types of activities will be brought into compliance with the regulatory framework in the region (new values will be close to the minimum figures). The changes will take effect after the official publication of the session's decision.
