The Vitebsk Customs processes 77% of customs documents in the electronic declaration system, the BELTA correspondent was informed by the department of customs control organization of the Vitebsk Customs, summarizing the results of work for the 9 months of the current year. According to the results of work for January-September, the Vitebsk Customs achieved a percentage ratio of customs documents processed in the electronic declaration system to the total number of customs documents processed, excluding the customs transit procedure, at the level of 77%. At the same time, the export customs procedure is processed electronically in 95.3%, re-export - in 94.3%, and release for domestic consumption - in 61.7%. As specialists explained, the National Automated System of Electronic Declaration (NASED) used by the customs authorities of Belarus includes the performance of customs operations related to placing goods under customs procedures using electronic customs documents.

Electronic declaration allows reducing the time of customs operations due to the electronic exchange of information between participants in foreign economic activity and the customs authorities of Belarus. In addition, it is a practical application of the declarative principle, which consists in the release of goods based on the information contained in the electronic customs declaration. Significant bonuses of electronic declarations are the transparency of the process of performing customs operations with goods, and the reduction of time and financial costs for participants in foreign economic activity associated with customs operations.

The exclusion of personal contact between a customs authority official and foreign trade participants prevents corruption, minimizes the influence of subjective factors, errors, or abuses during customs operations. Currently, Belarus has implemented the possibility of releasing goods using electronic documents for customs procedures of export, re-export, re-import, release for domestic consumption, temporary export, free customs zone, customs warehouse, and customs transit. And since September 26, 2012, the customs authorities of the Republic of Belarus have switched to using the system of automatic registration of statistical declarations and periodic statistical declarations, the customs service reminded. The development of NASED is carried out under the "Electronic Belarus" system.

The result of improving the electronic declaration system should be an automated system that minimizes the time and financial costs of foreign trade participants and optimizes the use of customs authority personnel, which will allow customs authorities, along with the declarative principle of customs formalities, to simultaneously create an effective and proactive mechanism for controlling compliance with customs legislation.
