"Vitebskgiprozem" has launched an experiment to update land use plans for agricultural enterprises

February 10, Vitebsk / Diana Kurilo - BELTA /. The design institute "Vitebskgiprozem" (a subsidiary of RUP "Design Institute "Belgiprozem") has launched experimental work on updating the planned material of agricultural enterprises' lands, the institute's director Nikolai Shipulya told a BELTA correspondent. The essence of this work is to ensure that each agricultural enterprise, based on aerial or space imagery, taking into account the information obtained from the joint work of land management, forestry and other services, has modern planned materials of its agricultural lands. With the simultaneous registration of land ownership documents by agricultural enterprises, these materials, according to Nikolai Shipulya, create an ideal basis for the farms for the proper organization of work, orientation, planning and accounting. The materials are prepared not only in paper form but also in electronic form. In the future, they can be used for developing projects of intra-farm land management of agricultural enterprises, preparing field history books, cadastral valuation of lands and optimizing their use. Agricultural enterprises of Chashniksky and Lepelsky districts were the first to join the experiment. Farmers are interested in this project because electronic versions of plans can be used, for example, on modern agricultural machinery when programming on-board computers with space positioning chips, which allows for precise adherence to work regulations and technology, and this, in turn, will ensure the saving of material and human resources. The need to create planned materials is due to the fact that a significant part of the Vitebsk region still uses planned materials made more than 20 years ago. They are already largely outdated and require updating, emphasized Nikolai Shipulya. Over two decades, the boundaries of agricultural land users have significantly changed. For example, in Gorodok district, 72.6 thousand hectares of agricultural land have been withdrawn and transferred to forestry enterprises, and the number of agricultural enterprises in the region has decreased from 505 to 292 from 1999 to 2009. According to "Vitebskgiprozem," only six districts of the Vitebsk region - Braslavsky, Verkhnedvinsky, Postavsky, Dokshitsky, Orshansky and Senno - have local land information systems (LIS) that include modern data on land inventory and settlement boundaries, forestry materials and soil maps. LIS also includes information on linear structures: power lines, communication lines, roads, pipelines. Thus, LIS can be used for work not only by agricultural enterprises but also by other interested organizations. -0-
