"Vitebskgiprozem" will create land information systems for all districts of the Vitebsk region
February 1, Vitebsk / Diana Kurilo - BELTA /. The subsidiary enterprise "Vitebskgiprozem Project Institute" plans to complete the update of the planned materials for agricultural land in the Vitebsk region within 2011-2012, the director of the project institute, Nikolai Shipulya, told a BELTA correspondent.
The essence of this work is to ensure that each district, based on aerial or space imagery, taking into account the information obtained from the joint work of land management, forestry and other services, has modern planned materials for its agricultural lands. With the simultaneous registration of land ownership documents by agricultural enterprises, these materials, according to Nikolai Shipulya, create an ideal basis for farms for the proper organization of work, orientation, planning and accounting. The materials are prepared both in hard copy and in electronic form. In the future, they can be used for the development of projects for internal farm land management, the preparation of field history books, cadastral valuation of land and optimization of its use.
The advantages of electronic maps have interested farmers. As Nikolai Shipulya noted, electronic versions can be used on modern agricultural machinery when programming on-board computers with space positioning chips, which allows for precise adherence to work regulations and technology, which in turn ensures savings in material and human resources.
In 2011, Vitebskgiprozem intends to carry out aerial photography of lands in four districts: Dubrovensky, Lioznensky, Polotsky, Rossonky, and thereby complete the preparatory work. Then these materials will be digitized. This year, the planned materials for lands in seven districts will be converted into electronic format. The same number of plans will be prepared in electronic form in 2012. Funding will be provided from the republican budget.
The need to create new planned materials is due to the fact that a significant part of the districts of the Vitebsk region still uses planned materials created more than 20 years ago. They are largely outdated and require updating. Over two decades, the boundaries of agricultural lands have significantly changed. For example, in the Gorodok district, 72.6 thousand hectares of agricultural land have been withdrawn and transferred to forestry enterprises, and the number of agricultural enterprises has decreased. Currently, the "Clean Fields" program is being implemented in the region to increase the contouring of fields, which also requires reflection in the planned materials.
Currently, only six districts of the Vitebsk region - Braslavsky, Verkhnedvinsky, Postavsky, Dokshitsky, Orshansky, and Senno - have local land information systems (LIS) that include modern data on land inventory and settlement boundaries, forestry materials, and soil maps. LIS also includes information on linear facility routes: power lines, communication lines, roads, and pipelines. Thus, LIS can be used not only by agricultural enterprises but also by other interested organizations. -0-
