August 10, Vitebsk / Diana Kurilo - BELTA /. The Vitebsk Regional Committee for Natural Resources and Environmental Protection has published a "black" list of malicious violators of environmental legislation on its official website, BELTA was informed by the regional committee.

So far, one enterprise has been included in the list for repeated violations of environmental legislation - UP ZhKKh of Rossony District. The economic entity has been presented with four claims for compensation for environmental damage totaling over Br23.7 million. This includes inefficient operation of the central treatment facilities in the village of Rossony and treatment facilities from the residential buildings of Rossony Selkhoztekhnika, as well as for violation of air protection legislation for exceeding the standards for carbon monoxide at the boiler houses of Rossony District.

According to the operational control department of the regional committee, industrial and housing and communal services enterprises are systematic polluters of the environment. Despite the fact that for all identified facts, persons guilty of causing environmental damage have been brought to justice, and the damage has been compensated in most cases, the facts of violations established in 2011 at OAO "Verkhnedvinsky Maslosyrzavod", OAO "Gluboksky MKК", UP ZhKKh "Gorodok" indicate a lack of desire on the part of nature users to stop violating the legislation, ecologists believe.

As noted by the regional committee, the legislation on atmospheric air protection and water resources is most frequently violated in the region. They account for 30% and 18% respectively of all identified violations. In accordance with the coordination plan of control activities for the first half of 2011, 367 inspections were carried out in the Vitebsk region to ensure compliance with environmental legislation by economic entities. The main inspections were conducted at enterprises of housing and communal services, agriculture, large livestock complexes, poultry farms, and flax processing plants. Along with scheduled inspections, the regional committee expanded the practice of conducting control and analytical measures in the form of monitoring and surveys. According to specialists, this form is an effective tool for preventing offenses, and studying problematic issues during control and analytical activities ensures prompt identification of problems, helps to clarify their causes, and take immediate measures to rectify the situation.

Based on the results of inspection activities for 6 months of 2011, the regional committee and its structural divisions brought to justice almost 2.6 thousand offenders of environmental legislation. Including, fines totaling over Br100 million were imposed on 1.1 thousand officials.-0-
