The Vitebsk City Executive Committee is holding a large-scale sale of lease rights for sites for a non-stationary retail network and cafes for the summer
Following the auction held on April 13, participants purchased about 60% of the 105 lots offered. The total amount of funds raised exceeded 150 million rubles, which will be transferred to the city budget. In addition, the lessors – these are utility enterprises – will also transfer 50% of the received rental payments to the city treasury.
The auction items included plots of city territory with tiled surfaces ranging from 5 to 100 sq. m in various parts of Vitebsk, mainly in recreational areas and park zones. The lease term for these is set until October 31 of the current year, and the sites for placing mobile shops, as well as individual spots for tents and mini-cafes, are leased on a year-round basis. In fact, this concerns the sale of lease rights for spots for the entire non-stationary trade network of the city, as explained by the specialists of the city executive committee.
The most expensive lot was the seasonal lease right for a 5 sq. m plot for selling non-alcoholic beverages or ice cream on Zamkovaya Street near house No. 4. During intense bidding, its price increased more than 140 times to 21.2 million rubles. By the way, there were more than half of such auction items out of the total number, and participants competed most actively for them.
In addition, the lease rights for more than half of the available spots for souvenir, toy, and other goods retail outlets, all pitches for vegetable and fruit stalls, a spot for a mobile shop in the Orekhovo settlement, etc., have been sold. Lots for which the auction was declared void will be put up for re-auction. Incidentally, compared to 2015, the number of auction items decreased by almost 22%, and the number of participants by about half, with many of them buying the lease rights for several pitches.
Meanwhile, potential tenants must meet a number of conditions, in particular, to open a summer cafe, it is required to have a stationary public catering facility in the regional center. The operating hours for such seasonal points are set until 11:00 PM, with the duration of musical accompaniment limited to 9:00 PM. Two biotoilets must be installed near each facility. The operation of cafes should not cause complaints from residents of nearby houses. And, of course, sanitary norms, rules, and hygienic standards must be observed.
