The Vitebsk Regional Council of Deputies refined the region's budget for 2010
December 30, Vitebsk / Olga Bogacheva - BELTA /. The Vitebsk Regional Council of Deputies considered the issue of clarifying the performance indicators of the Vitebsk region budget for 2010. Amendments to the Council's decision of December 18, 2009 No. 192 "On the Regional Budget for 2010" were made today at the sixth extraordinary session of the Vitebsk Regional Council of Deputies of the 26th convocation, reports a BELTA correspondent.
According to the acting head of the financial department of the Vitebsk Regional Executive Committee, Boris Kichanovsky, the increase in revenues and expenditures of the regional budget in September-December of this year and some deviations in execution necessitated amendments to the decision on the region's budget for 2010.
From January to November 2010, taxes and fees totaling Br1.8 trillion were received into the Vitebsk region budget, which is Br185 billion more compared to the same period last year. At the same time, the planned growth rates of revenues from such sources as personal income tax, profit payments, and land tax were not achieved. The main reasons for this situation were a decrease in oil processing volumes by 2.3 million tons, low profitability of RUP "Vitebskenergo", etc. The deficit of the regional budget for the reporting period increased by Br10.7 billion to Br87.6 billion.
In the current situation, the financing of the region's budget expenditures in 2010 was carried out based on the priority areas of state policy and the principle of rational use of state funds. The budget maintained its social orientation. Priority was given to financing expenditures on salary payments, ensuring expenditures on energy resources, food, and medicines. -0-
