Vitebsk Regional Executive Committee warned 17 citizens about responsibility for systematic unfounded appeals

Витебский облисполком предупредил 17 граждан об ответственности за систематические необоснованные обращения

Last year, the Vitebsk Regional Executive Committee warned 17 citizens about responsibility for systematically sending unfounded appeals to the executive committee, a BELTA correspondent was informed by the department for work with citizens' and legal entities' appeals of the Vitebsk Regional Executive Committee.

A working group has been established at the executive committee to determine the necessary response measures to unfounded appeals systematically sent to the executive committee. In relation to 17 "chronic" applicants, based on paragraph 1 of Article 21 (consideration of repeated appeals) of the law "On Citizens' and Legal Entities' Appeals," decisions were made to cease correspondence on the issues set out in the appeals, including with 9 citizens who systematically sent such appeals to the executive committee and higher state bodies. The applicants were warned in writing that, in accordance with paragraph 2 of Article 19 (expenses related to the consideration of appeals) of the law, expenses incurred in connection with the consideration of their constant unfounded complaints may be recovered from them through court.

According to the department's specialists, from these citizens, before the decision to cease correspondence with them was made, more than 200 unfounded appeals were received in total. For example, 16 appeals from a resident of Sennensky district were received by the executive committee from higher organizations - every fifth from the district, which were recognized as unfounded based on the results of their consideration. The head of the institution, whom the citizen constantly complained about, was forced to exercise the right of judicial protection due to false information contained in the appeals.

Last year, the executive committee received about 3.9 thousand appeals from citizens, while the number of written appeals was 98.3% compared to 2011, oral appeals - 82.7%, and the number of electronic appeals tripled. Based on the results of the consideration of citizens' appeals received by the executive committee, 429 appeals were recognized as justified and satisfied, or 13.5% of the number received last year and taken under control.
