Витебский облисполком утвердил компекс мер по решению социально значимых проблем населения

The Vitebsk Regional Executive Committee has approved a set of measures to address socially significant problems of the population, as reported to BelTA by the Ideological Work Department of the Vitebsk Regional Executive Committee.

The increase in citizens' appeals to the Vitebsk Regional Executive Committee, coupled with a decrease in the number of appeals to the executive committees at the basic level and a small number of appeals to the executive committees at the primary level, as well as a high proportion of citizens' appeals concerning housing and communal services, housing rights, housing construction, transport, and communications, indicate, in the opinion of the Regional Executive Committee, a decrease in their influence on resolving these issues and insufficient personal responsibility of managers. To comply with the requirements of the Law "On Citizens' and Legal Entities' Appeals" and to implement Directive No. 2 "On Measures for Further Debureaucratization of the State Apparatus," the Regional Executive Committee has approved a set of measures to address socially significant problems of the population in the areas of housing and communal services, housing construction, transport and communications, trade and services, healthcare, social protection, and culture in 2013.

Specifically, in the area of housing and communal services, the demolition of dilapidated residential buildings is planned in accordance with the developed program for 2013-2015, and the construction of at least 65 apartments in Vitebsk for the resettlement of residents. City and district executive committees, and housing and communal services enterprises are instructed to ensure technical supervision of the contractor's work on capital repairs to eliminate justified complaints on these issues. In the area of housing construction, the Regional Executive Committee intends to find additional funds in the amount of Br80.2 billion for the design and construction of engineering infrastructure for residential development. In the area of transport, it is planned to purchase 60 large and extra-large capacity MAZ buses using budget funds.

In 2012, the regional executive committee received 3933 appeals from citizens, which is 6.6% more than in 2011. At the same time, city and district executive committees recorded 13451 appeals, which amounted to 92.7% of the 2011 level. In the structure of appeals received by the regional executive committee, housing and communal services issues account for 24%. The second most significant issue for the population, judging by the received appeals, is housing legal relations problems.
