Vitebsk Technological University will train building managers
January 13, Vitebsk / Sergey Kochetov - BELTA/. The Vitebsk State Technological University (VSTU) will organize advanced training courses for the first time for chairpersons of homeowners' associations and housing and construction consumer cooperatives (HCCC), told a BELTA correspondent the Dean of the Faculty of Advanced Training and Retraining of Personnel, Candidate of Economic Sciences Irina Semenchukova.
The course "Organization of Joint Property Management" was developed at the suggestion of the Housing and Communal Services Department of the Regional Executive Committee and is designed to promote the improvement of theoretical training and the expansion of practical skills of developers' organization managers. Within the framework of the course, issues of legal regulation of joint property will be considered, and great attention has been paid to the procedure for commissioning real estate and quality control of construction work, as well as issues of technical operation of buildings and structures. Any economic activity is impossible without accounting, so one of the sections of the program will be devoted to the organization of accounting and the procedure for accrual of budget subsidies for homeowners' associations.
In recent years, the housing and communal services management system has been changing dramatically, so it is very difficult to manage a property without training and the opportunity to jointly discuss emerging problems, believes Irina Semenchukova. Practicing specialists from the housing and communal services system, the regional inspection of the Department of Construction Control and Supervision, the financial department of the Regional Executive Committee, as well as VSTU teachers will be invited to give lectures on the new course. Therefore, students will not only be able to improve their training level but also receive competent advice from specialists on specific problems they have to solve in the daily practice of property management.
The program is designed for 36 academic hours, and training will be organized in the evening. Upon completion of the two-week advanced training, graduates of the courses will be issued state-recognized certificates. Groups are planned to be formed for 20-25 people, and the first intake of course students will begin their studies on January 25.
According to the Housing and Communal Services Department of the Regional Executive Committee as of December 2009, 749 developer organizations were registered in the region, including 607 HCCCs and 142 homeowners' associations. Of these, about 25% are serviced independently, while the remaining organizations have concluded service agreements with housing and communal services enterprises. About half of the registered developer organizations in the region were established in the regional center. -0-
