Vitebskoblimushchestvo is selling unused buildings for housing at auction to citizens for the first time
The Vitebsk regional territorial fund "Vitebskoblimushchestvo" intends to sell unused state property to individuals for housing at an auction for the first time, the fund's director Mikhail Pavlyuchkov told a BELTA correspondent.
The auction is scheduled for March 15. Among the lots put up for sale are two buildings of former post offices in villages in the Senno and Rossony districts. Both are single-story capital structures, one with an area of 40.7 sq.m, the second - 142.4 sq.m. Each real estate object has a land plot of more than 20 ares. The starting price of the lots is set at Br100 thousand.
Both private businesses and citizens can participate in the bidding on equal terms. The condition of sale for individuals is the reconstruction of real estate for residential premises and (or) for personal subsidiary farming. For private businesses and foreign investors, it is the implementation of entrepreneurial activities within the agreed timeframe or the demolition of the acquired real estate object and the construction of a new object for entrepreneurial activities.
Citizens can now acquire state property to solve housing problems thanks to Decree No. 294 of July 4, 2012 "On the Procedure for Disposal of State Property," which granted them the right to acquire real estate for housing or for personal subsidiary farming in small and medium-sized settlements and rural areas. Previously, unused state property was sold to individuals only for entrepreneurial activities, the interlocutor explained. "The innovation will not only help to involve property in circulation and help people buy real estate at a reasonable price, but also breathe a second life into small villages," Mikhail Pavlyuchkov is confident. In the Vitebsk region, about three dozen unused properties are planned to be put up for auction, which citizens can buy for reconstruction into housing.
In 2012, the Vitebsk Regional Property Fund involved 268 units of unused state property in communal ownership into economic circulation, of which 59% were sold. This year, the Fund is to involve 289 units of communal property into circulation, of which 184 are planned to be put up for sale.
