Vladimir Terentyev: Local authorities must increase work efficiency

Local authorities are the closest to citizens and therefore must be effective. This was stated by the new Chairman of the Vitebsk Regional Council of Deputies, Vladimir Terentyev.

Vladimir Terentyev noted that the work with the population comes to the forefront in the activities of the deputy corps. This is required by the country's leadership, and relevant norms are laid down in Directive No. 2 on the de-bureaucratization of the state apparatus and improving the quality of life of the population. "Local authorities are the closest to people and therefore must be effective. In practice, it happens that they are close, but not always effective. To solve elementary problems, citizens sometimes have to go on long journeys through bureaucratic offices. This is where the work of deputies is very important. In addition to organizing receptions of the population by deputies, village councils should take on the work on a declarative "single window" principle, help citizens navigate the solution of vital issues, and reduce the number of trips to various instances," said Vladimir Terentyev.

In his opinion, one of the most effective forms of communication between a deputy and the population should be regular meetings with constituents and reports on parliamentary activities in electoral districts.

"All appeals and proposals received during citizens' receptions and meetings with them must be analyzed, and applicants must be given timely, reasoned answers. A very important point is not to be afraid to talk about the true state of affairs, not to embellish reality, but to clearly talk about the prospects and promptly take measures to resolve the incoming issues," emphasized the chairman of the regional council.

Effective work will strengthen the rating of the authorities and increase the degree of citizens' trust in deputies. Vladimir Terentyev believes that work should be strengthened to support and develop personal subsidiary plots in rural areas.

\"We need to consolidate and improve the positive experience in this area, involve household plots in crop rotation as much as possible, and inform residents about the possibilities of preferential lending for personal subsidiary farming. The procurement of surplus agricultural products and raw materials from the population should be intensified, with special attention paid to the timeliness of payments, and the conclusion of contracts for the rearing of young cattle in citizens' private farms should be approached with the utmost seriousness,\" he added.

This year, local Councils of Deputies face serious work in organizing and holding elections of deputies to the House of Representatives of the National Assembly. The main goal is for active, well-prepared individuals who can solve the problems of socio-economic development of Belarus to enter the new parliament. \"The coordinated work of the Vitebsk region's parliamentary corps together with local executive and administrative bodies, and the desire to find an individual approach to each person will allow for prompt problem-solving and will contribute to improving the standard of living and well-being of the region's population,\" concluded Vladimir Terentyev.
