In particular, he spoke about the constitutions that existed in different eras on the territory of modern Belarus. He talked about the formation of Belarusian statehood.
And then he moved on to how the process of making amendments and additions to the current Constitution began:
– In 2019, the President set the task for the Constitutional Court to review the Constitution, – noted Vladimir Terentyev. – It should be more democratic and provide more opportunities for other branches of government.

– Part of the President's functions and powers are transferred to the government, the National Assembly, and a new body – the All-Belarusian People's Assembly, – noted Vladimir Terentyev.
Then he explained how the delegates of the All-Belarusian People's Assembly would be elected. He emphasized that representatives of labor collectives could be part of it. And he talked about the planned functions of the All-Belarusian People's Assembly.
– In particular, for the first time, all judges of the Constitutional and Supreme Courts will be appointed solely by the All-Belarusian People's Assembly, – noted Vladimir Vladimirovich. – As well as appointing members of the Central Election Commission. These are serious changes that lead to the democratization of society. Are we ready for them? The vote will show.

The Chairman of the Regional Council of Deputies also emphasized the importance of enshrining issues of historical memory in the Basic Law.
– Unfortunately, history is being rewritten these days, particularly the history of the Great Patriotic War. At the same time, during the investigation of the criminal case on the genocide of Belarus during the Great Patriotic War by Nazi criminals and their accomplices, we are learning new shocking facts. For example, for 20 years, no one knew that in the Osvei district, where every second local resident was exterminated, Latvian and Ukrainian nationalists acted as executioners.

Vladimir Vladimirovich also commented on some other planned innovations of the Basic Law.

– The new Constitution for the first time indicates our status as a nuclear power. At the same time, it is stipulated that this is peaceful nuclear energy used for the construction of nuclear power plants. It is indicated that we are renouncing our neutral status, but we stipulate that military units will never launch combat operations from the territory of our country. The Constitution emphasizes our defense doctrine. And we also stipulate that marriage is a union of a man and a woman. It would seem to be an ordinary thing, many smile when they hear this. But in some neighboring countries, society is divided on this issue.
In conclusion, Vladimir Terentyev urged those present to vote in the referendum on February 27.
